Remulla will update a UN body on Philippine human rights laws.

Jesus Crisin Remulla, the justice secretary, announced on Thursday that he would depart for Geneva, Switzerland, on Friday to deliver a strong message regarding President Ferdinand R. Marcos Jr.’s human rights policies at the UN Human Rights Council’s (UNHCR) regular Universal Periodic Review (UPR), which is scheduled for next week.

The promotion and preservation of human rights in every country are routinely examined through the UNHRC’s peer-review procedure, or Universal Periodic Review (UPR).

“I am going to the UPR with a very clear message: The Philippines is working to deliver transformational reform of its justice and law enforcement sectors β€” to enhance the enjoyment of human rights of all our citizens β€” based on the rule of law and respect for due process,” Remulla said in a statement.

In terms of protecting weaker groups, such as children and immigrants, the Marcos administration had made progress during the first 100 days, he added.

Remulla added that the Philippine delegation will also discuss ongoing initiatives of the Marcos administration’s comprehensive reform program, “Real Justice in Real Time,” which includes, among other things, practical steps to relieve prison overcrowding in the country; better case development through collaboration between prosecutors, investigators, and the Commission on Human Rights (CHR); and interacting with the general public to strengthen witness protection.

Additionally, he will give an update on the status of earlier international body recommendations.

Remulla stated that he had plans to meet with Filipino community leaders while in Geneva in order to update them on events back home and get to know them better.

The Philippines will take part in the UPR for the fourth time this year. 2008, 2012, and 2017 marked previous reviews.

Other senior representatives from the Department of Justice (DOJ), the Presidential Human Rights Committee Secretariat, and the Department of Foreign Affairs, including the Permanent Mission of the Philippines to the United Nations in Geneva, make up the Philippine delegation in addition to Remulla.
