Gatchalian supports establishing an autonomous region in the Cordillera

Rep. Rex Gatchalian of Valenzuela City’s 1st District declared on Thursday that the creation of the Cordillera Autonomous Region (CAR), which will speed up the region’s economic and social development, has his complete support.

It has been long overdue to create the Cordillera Autonomous Region. The freedom for Cordillerans to freely pursue their economic, social, and cultural growth must be protected by law, the chair of the House Committee on Local Government declared following his panel’s approval of House Bill 3267.

Representatives Ching Bernos of Abra, Eleanor Bulut-Begtang of Apayao, Solomon Chunglao of Ifugao, Maximo Dalog Jr. of the Mountain Province, Mark Go of Baguio City, Allan Jesse Mangaoang of Kalinga, and Eric Go Yap of the Philippines filed House Bill 3267. (Benguet).

The MPs who pushed for the establishment of CAR claimed that “the true yearning of the Cordillerans for genuine autonomy is rooted in the right to self-determination of the people and fuelled by a long history of struggle for the recognition of their rights.”

According to them, the CAR will act as the cornerstone upon which the people of the Cordillera will be given the freedom “to pursue sustainable and inclusive growth, through the management, protection, and development of their natural and human resources, and the promotion of the rights and culture of the Cordillera people.”

President Corazon Aquino issued Executive Order 220 on July 15, 1987, establishing the Cordillera Administrative Region as a temporary coordinating body in anticipation of autonomy.

However, two different plebiscites that would have granted the region autonomy in self-governance similar to the Autonomous Region in Muslim Mindanao (ARMM), which is now the Bangsamoro Autonomous Region in Muslim Mindanao, failed in several attempts at regional autonomy (BARMM).

A similar bill to establish CAR was approved by the House of Representatives during the 18th Congress, but the Senate was unable to enact it because of a “lack of material time.”

But Gatchalian thought that with HB 3267’s committee approval on Thursday, the Cordillerans’ demand for autonomy would finally be granted in this Congress.

When the bill is discussed in plenary sessions, the Valenzuela City member, who serves as chair of the Committee on Local Government, will probably sponsor it.

“I commend the writers of this measure for their perseverance in tenaciously working toward its passage. Until the legislation is finally approved by the House, we want to reassure our Cordilleran brothers and sisters that this Committee will continue to support it wholeheartedly.
