To reduce traffic and enhance road safety, the Metro Manila Development Authority (MMDA) will increase the visibility of its traffic enforcers in the National Capital Region (NCR).

In response to the 11 a.m. to 11 p.m. modified working hours of shopping centers in the NCR, MMDA Acting Chair Romando Artes stated on Wednesday that staff from the MMDA’s Traffic Discipline Office will have their duties extended till midnight.

He instructed his enforcers that traffic management should take precedence over suspicions of straightforward and minor offenses that would impede traffic flow.

“Our main responsibility is to control traffic before stopping negligent drivers. We don’t permit the practice of waiting for drivers to break traffic laws before stopping them, the official stated.

He claimed that infractions of number coding and distracted driving are exempt from the minimal apprehension policy.

He further instructed traffic police to refrain from congregating and from using their cell phones while on duty.

To ensure that the policy and procedures among their ranks were rigorously followed, he stated, “activities of field employees will also be monitored through the use of closed-circuit television (CCTV) cameras placed at the MMDA Operations Monitoring and Control Center (Metrobase)”.

He also ordered road work contractors to install steel plate covers on all excavations after the season-long ban on road excavations in order to make them safe for drivers and prevent accidents.

In order to accommodate the anticipated surge in mall visitors during the Christmas season, the MMDA had stated that malls in the NCR would be open later than usual.

Additionally, the Department of Transportation (DOTr) has directed the 24/7 operation of free-ride buses along the Epifanio Delos Santos Avenue (EDSA) Busway throughout the entire month of December through the Land Transportation Franchising and Regulatory Board (LTFRB).
