By mid-December, BOC will deliver the balikbayan boxes left behind by OFWs.

Rep. Marissa “Del Mar” Magsino of the Overseas Filipino Workers (OFW) Party list commended the Bureau of Customs (BOC) on Thursday for making good on its promise to deliver the abandoned balikbayan boxes to the homes of the families of OFWs by mid-December.

Magsino said that she received reassurance over the balikbayan boxes left behind by consolidators and de-consolidators during a meeting with BOC Director Michael Fermin.

“We are pleased that BOC committed to delivering all of these balikbayan boxes to the homes of our OFWs by mid-December during our meeting with BOC today. We are happy that our OFW family will finally get to enjoy the gifts from their loved ones abroad, even though it is delayed, Magsino said in a news release.

Magsino had previously introduced House Resolution 499 in response to the upsurge in international shipping frauds, in which partner de-consolidators or local freight forwarders in the Philippines were paid little or no money to process and release from the BOC, resulting in the non-delivery of the “balikbayan” boxes.

Numerous complaints have also been made regarding balikbayan boxes being delivered late or abandoned, or if they are delivered with many contents missing or appearing to have been stolen as evidenced by tampering with the boxes’ packing.

According to the data, between August 2021 and July 2022, consolidators and de-consolidators abandoned 32 containers with 6,693 balikbayan boxes. Six further containers are being inspected.

In order to stay informed about the actions being taken regarding the delivery of the abandoned balikbayan boxes and the prosecution of the dishonest freight forwarders who defrauded our OFWs and abandoned their boxes in warehouses, Magsino said, “as part of the efforts of the OFW Party List to resolve this issue, we regularly communicate with BOC.”

Magsino and Fermin also discussed Commissioner Yogi Filemon Ruiz’s directive to exempt all balikbayan boxes from completely intrusive inspections.

She underlined the need to “get to the bottom of this pernicious behavior” by prosecuting the consolidators and de-consolidators who willfully abandoned the balikbayan boxes.

It is imperative to put an end to this scam targeting our OFWs, thus “Kailangan masupil itong panlolokong ginagawa sa ating mga OFWs.” Despite the extra-territoriality concept at play, the Department of Migrant Workers (DMW) and Department of Foreign Affairs (DFA) will collaborate with BOC to explore legal methods for foreign forwarders, Magsino stated.
