The government is considering return service initiatives to solve the nurse shortage

In order to persuade nurses and other medical professionals to remain and work in the Philippines, President Ferdinand R. Marcos Jr. suggested that the government consider providing scholarships.

Although the government cannot stop nurses from leaving the country for well-paying jobs abroad, Marcos stated during a meeting with members of the healthcare cluster of the Private Sector Advisory Council (PSAC) on Thursday that those who would take advantage of the government scholarship program must at least serve their country for a few years.

Everyone I speak with, especially those from the United States and Europe… The President added during the meeting, “So the only issue is that the scholarship program, you know, can’t keep people back from a better life, from a better lifestyle.

“However, I believe it’s reasonable to expect that there will be… mag-serbisyo muna sila ng ilang taon if you grant scholarship” (They should at least serve for a few years). The scholarship is not being paid for, eh. They are not required to pay that, he continued.

Undersecretary Maria Rosario Vergeire, the officer in charge of the Department of Health (DOH), stated during the meeting that the organization had begun speaking with the deans of the University of the Philippines and other allied healthcare services regarding the government’s “ladderized” scholarship program.

Vergeire predicted that it would take the program two to three years to start generating additional nurses.

Vergeire also informed the President that the DOH has begun discussions with the Department of Migrant Workers (DMW) regarding exchange programs with other nations in need of healthcare professionals as well as agreements for scholarships in the Philippines with the nation’s bilateral partners.

As a result, Vergeire added, “we are going to suggest that if we can provide them the numbers that they need, they [would] assist us with additional things as well, like scholarships for a number of our healthcare personnel here.”

She claimed that graduates must reside in the nation for two years before being sent abroad.

For its part, the PSAC pledged to support the Marcos administration’s efforts to strengthen the Philippine Health Insurance Corporation (PhilHealth) by offering a third-party evaluation that will concentrate on addressing operational flaws in membership applications, claims filing, digitalization, and actuarial valuation, among other things.

Additionally, the PSAC committed to collaborating with the Food and Drug Administration (FDA) to modernize its systems in order to get accredited with various international regulatory agencies and increase public understanding of the benefits of generic medications.
