Disruptions to schools and the pandemic hinder students’ reading abilities

From November 24 to 30, the nation will observe National Book Week in an effort to stop the decline in reading skills among Filipino students.

According to Senator Sherwin Gatchalian, chair of the Committee on Basic Education, worldwide large-scale examinations revealed that pupils were already having difficulty attaining the minimally necessary proficiency in reading.

He emphasized the demand for initiatives and programs that would raise reading competence among Filipino students.

The Philippines received the lowest reading score out of 79 countries in the 2018 Programme for International Student Assessment (PISA).

The PISA also revealed that only one in five 15-year-old Filipino students met the overall reading literacy proficiency threshold.

On the other hand, according to the 2019 Southeast Asia Primary Learning Metrics, only 10% of the nation’s Grade 5 students met the required proficiency by the conclusion of their first year of school.

According to World Bank estimates, the Philippines’ rate of learning poverty was 90.9% as of June.

The proportion of 10-year-old children who are unable to read or comprehend a simple tale is what is known as learning poverty.

The Academic Recovery and Accessible Learning (ARAL) Act, introduced by Senator Gatchalian, aims to establish a comprehensive learning recovery program that will include systematic tutorial sessions and well-crafted remediation plans.

Reading will be given priority in the planned ARAL Program in order to help students improve their ability to think critically and analytically.

Additionally, he suggested that Senate Bill 475 be used to formally declare every November National Reading Month, which would be observed with national reading programs and activities aimed at fostering a love of reading among students enrolled in basic education and their communities.

On November 23, Vice President and Department of Education Sara Duterte underlined the importance of librarians and access to public libraries in addressing learning loss and insurgency during the Annual National Congress of the Philippine Librarians Association, Inc. in Iloilo City.

“I believe in your contribution to our education, so our librarians in the Philippines will always have a friend in the Office of the Vice President. not just to our students, but also to our grownups. They need libraries everywhere they go and everywhere they go, Duterte added in her speech, “all of our inhabitants and all of our people.”

She pointed out that literacy is one of the issues that need to be addressed in the post-pandemic learning loss, therefore it is important for people to start reading again.

Reading is one of the significant learning losses that the Department of Education seeks to address. In the success of our program to make sure that our students can read and understand what they are reading, both parents and teachers have unquestionable responsibilities, she said.

National Book Week is being organized by the librarians’ association, the National Library of the Philippines, and the National Committee on Libraries and Information Services of the National Commission for Culture and the Arts. The theme is “Basa, Bayan, Bukas,” which is loosely translated as “read, country, for the future.”
