Solon encourages DepEd to address K-12 shortcomings.
Senator Sherwin Gatchalian stated on Sunday that the Department of Education (DepEd) has to refocus on reading and mathematics to address studies showing that first graders perform poorly in both disciplines.
DepEd must examine the Kinder to Grade 12 (K-12) curriculum and look into the possibility of eliminating topics concurrently.
According to Gatchalian, chair of the Committee on Basic Education, pupils will be better equipped after completing the Kβ12 curriculum if the basic teaching methods are reinstated.
Back to the basics, tayo. Magbasa and magbilang toruan. (Let’s get back to the fundamentals.) Magbawas din ng mga subject kasi nawawala sa concentration ang mga estudyante sa dami ng mga subject Teach them to write and read. Remove any irrelevant topics. Too many subjects are distracting students, Gatchalian claimed in a radio interview.
The nation was placed worst in reading and second to last in science and mathematics in a 2018 study by the Program for International Student Assessment, which included 15-year-old pupils in 79 countries.
In contrast, the Trends in International Mathematics and Science Study in 2019 revealed that among 58 nations, fifth graders in the Philippines performed poorly in both subjects.
Gatchalian earlier submitted a resolution to investigate modifications to Republic Act 10533, also known as the 2013 Enhanced Basic Education Act (K-12 law).
Gatchalian wrote in his resolution, “The implementation of an education reform as critical as the K-12 law must be sustained to fully achieve its benefits, but not without addressing these pressing issues that could compromise the program’s effectiveness and pose as barriers to providing high-quality education and achieving global competitiveness.”
The senator acknowledged that it would be challenging to build more classrooms given the financing restrictions. This is because it would cost at least PHP430 billion, or more than half of the DepEd’s PHP629 billion 2023 budget.
PHP30 billion of the sought PHP430 billion for the construction of classrooms was granted.
The Confidential and Intelligence Fund (CIF) of DepEd, which was reduced from PHP150 million to PHP30 million, was similarly defended by Gatchalian. He claimed that a committee was set up to oversee the budget’s utilization.
The Office of the President, Congress, and the Commission on Audit must receive spending reports from DepEd and other civilian agencies that used the CIF. stated Gatchalian.
He claimed that as law enforcement agencies are not always able to keep an eye on the estimated 60,000 institutions and around 23 million students, DepEd’s CIF will be used to monitor crimes committed in schools such as child abuse, human trafficking, and bullying.
