In Q1 2023, LTO plans to implement a single ticketing system.

By the first quarter of 2023, the Land Transportation Office (LTO) hopes to implement the single ticketing system intended to unify the various traffic infractions and fines of various local government units (LGU) with the LTO system.

The head of the LTO, Assistant Secretary Jose Arturo Tugade, stated in a Laging Handa interview on Tuesday that stakeholder consultation meetings are now being held and that a draft memorandum circular on the single ticketing system has already been distributed.

Tugade stated, “We’re simply waiting for input from our program partners. Doon sa ating mga partners po doon sa programa.”

He claimed that once it is implemented, the single ticketing system will help to improve traffic and road conditions because infractions will not only result in fines but also demerit points in the LTO system.

“We’ll be able to monitor the performance of our drivers via a common demerit points system,” he said.

He said that once the system is operational, traffic-related fines and penalties will be “harmonized” as opposed to having varied fines and penalties for every infraction, with some LGUs issuing PHP300 fines and others PHP1,500 fines for failure to wear a helmet.

“The goal is to establish a penalty that will function as a deterrence, not to increase the penalty,” he stated.

He claimed that the single-ticketing method aims to “free our roads from irresponsible drivers.”

He promised that the privilege of driving would only be granted to deserving and responsible drivers, saying, “We will make sure that the privilege of driving will only be granted to those worthy and responsible drivers.”
