By year’s end, DSWD-CAR will issue a new database on poverty.

The final list of identified low-income households that may be eligible for various social protection programs and services is something that the Department of Social Welfare and Development in the Cordillera Administrative Region (DSWD-CAR) hopes to make public before the year is out.

Leo Quintilla, regional director of DSWD-CAR, stated in a phone interview on Wednesday that “it (the list) can already be exploited by other agencies or the business sector for their targeted support programs and projects.”

Quintilla stated that they are re-evaluating the findings of a poorly targeted household survey initiated prior to the outbreak.
He said that according to their initial survey data, which was issued in early 2022, the Cordillera has a poor ratio of 17:100, or 46,792 poor families, as opposed to the 77,811 on the previous list.

Quintilla noted the pandemic’s significant impact on household finances as justification for a reevaluation.

“There were those listed as non-poor who returned to being poor while there were those who were poor and now have improved lives because they have children who have already graduated from school and are working and providing an additional source of income for the family,” he said. “May nakita ng listed noon na non-poor na bumalik sa pagiging mahirap at may mga poor na naging maganda ang buhay.”
According to Quintilla, some households are advised to leave or stay in the Pantawid Pamilyang Pilipino Program (4Ps).

Quintilla asked stakeholders, partners, and government agencies with frontline initiatives for the underprivileged to utilize the Listahanan 3 to determine their target recipients.

The third round of the national household survey, known as Listahanan 3, began on Tuesday.
“The Listahanan is extremely necessary to ensure that help will be provided to those who truly need it to better their condition,” Quintilla said. “Tulong assistance is very important to ensure that the nabibigyan of tulong is given to those who truly need it to improve their health.”
