On Tuesday, representatives of the local administration and the University of the Philippines (UP) System officially broke ground on the Davao City Public Hospital (DCPH) project.

The formation of the College of Medicine is in line with the UP System’s goal to house the DCPH on the UP Mindanao campus, according to UP System President Danilo Concepcion.

He added that the idea to build a hospital facility was conceived when Vice President Sara Duterte was still the municipal mayor. “This is also a smart investment for the city government where the public health of the population is a priority,” he said.

The “Davao City Hospital Ordinance” was approved by the City Council in May of last year, giving the city’s then-mayor Sara the go-ahead to sign the contract with UP on June 7, 2021.

Concepcion executed the contract on behalf of the university, and on August 26, 2021, the UP Board of Regents approved it. The agreement calls for the transfer of the DCPH from the local administration to UP after 25 years.

The principal proponent of the ordinance, former city councilwoman Joselle Villafuerte, expressed her happiness that the DCPH plan has come to fruition.

In an interview, she stated, “It’s like a dream come true when you work on something for so long and had multiple meetings even throughout the pandemic.”

The DCPH project, according to physicians by training Villafuerte, intends to reduce patient congestion at the nearby government-run Southern Philippines Medical Center.

The Philippine Amusement and Gaming Corp. have allocated a PHP1.5 billion budget for the DCPH, while the city has also contributed PHP250 million.

It will be constructed on a 3.2-acre development site on the campus of UP Mindanao.
