Encourage young people to work in government, Solon suggests

Senator Mark Villar has introduced a bill that would require the government to create an alluring program to entice young people to work in the civil service.

In order to ensure that civil servants are highly motivated, properly trained, and swiftly hired, Senate Bill No. 1525, also known as the Government Internship Program (GIP), seeks to require all government agencies to provide compensation to internship programs that would complement ongoing recruitment efforts.

The bill’s explanatory note stated that the state “must recognize the crucial role of the youth in national development and that forcing them to complete government internships, it will stimulate their involvement in public and civic affairs.”

According to the bill, interns must be Filipino citizens who are only 18 to 25 years old when they apply, and their internships must last at least three to six months and take place all year long.

A stipend that is non-taxable and equal to 75% of the current Step 1 Salary Grade 1 rate must be given to interns.

Based on the trainee’s actual attendance, absences, and tardiness, a stipend will be paid.

Customer service, research, support services, and clerical/secretarial labor are just a few of the tasks that interns could be given.

The Civil Service Commission and National Youth Commission are in charge of a database that will act as a monitoring tool for all institutions, and each intern may only get benefits from the program once.

The GIP is not to be regarded as employment. As a result, the recipient and the institution do not have an employment connection. The measure specifies that GIP graduates will be given preference when selecting staff members for the schools.

The GIP is now being implemented by the Department of Labor and Employment to give young employees, in particular the poor, the chance to showcase their abilities and skills in public service.

Interns must be at least 18 years old and high school or vocational-technical graduates.

In extraordinary cases, particularly in regions that have been severely affected by disasters and tragedies, people up to the age of 35 may be accommodated.

The internship program, according to Villar, “bridges the gap between academia and the workplace and will be advantageous to both the government and the students.”
