The foundation of future cybersecurity professionals is fundamental education.

As in any nation, cybersecurity is a significant issue in the Philippines. The archipelago is susceptible to online fraud and identity theft as well as viruses including ransomware, phishing, and other sorts of malware. The nation has taken steps to strengthen its cybersecurity posture, including creating a cybersecurity agency, the National Computer Emergency Response Team, and adopting a national cybersecurity plan (NCERT).

In comparison to our ASEAN neighbor Singapore, which has around 3,000 certified cybersecurity experts, the Philippines only has about 200 of these professionals, according to the Department of Information and Communications Technology (DICT). The DICT plans to run cybersecurity short-course training programs as a bandage to close the skills gap in cybersecurity expertise.

Win Gatchalian, a senator and the current chairman of the Senate Committee on Basic Education, thinks that basic education is where developing talent for cybersecurity should begin.

In order to foster the development of future cybersecurity skills, the legislator emphasized the importance of increasing enrolment in senior high school STEM courses. Sen. Gatchalian brought up the fact that only 612,857 senior high school pupils, or 16% of senior high school enrolment, were enrolled in the STEM strand.

Even in our fundamental educational system, where we would be able to foster aptitude for cybersecurity, it is essentially nonexistent. For instance, I believe that coding should be taught starting in junior high school so that children would be exposed to it and will be able to perform more difficult information technology activities by the time they are in senior high school. Sen. Gatchalian argued that cybersecurity knowledge should be taught as early as possible so that when students enter college, they can already specialize in a variety of professions.

Senate Bill No. 476, also known as the Equitable Access to Math and Science Education Act, was introduced by the senator and aims to establish a math and science high school in each province in the nation.

The Philippines is the fourth most targeted nation by cybercriminals, according to a report released earlier this year by cybersecurity firm Kaspersky Security Network. For 2021, the Philippines saw more than 50 million web threat attempts blocked. The same report showed a substantial increase in cyber threat detection in the Philippines, up 433% from 2017 to 2021.

Sen. Gatchalian also made a point of highlighting how cybersecurity flaws damage the Philippine economy. According to a Cisco report from 2021, 73% of small and medium-sized firms in the nation experienced a cyberattack, and 57% of those organizations lost client information. In this group of companies, 28% claimed that the cost to their company was US$500,000, and 10% claimed that it cost them US$1M or more.
