Avoiding “incidents” in the WPS is the goal of direct connection with China

The new agreement creating a cooperative direct contact system between the governments of China and the Philippines is intended to prevent incidents in the West Philippine Sea, according to President Ferdinand R. Marcos Jr. on Thursday.

Marcos said in a media interview in Beijing that the direct communication system, which he had himself devised, would raise the formal communications between Beijing and Manila to a ministerial level.

“Ang aking idea is inakyat; natin ang bilateral; natin ang mga member ng mga bilateral. (My idea is to raise and increase the bilateral, including the members of the bilateral.) Sabi ko, ang pinakamaganda, sana ‘yung. I stated that having direct access to President (Xi Jinping) for Chinese members of the bilateral group is the best way, Marcos remarked.

He promised that he would maintain “direct communication” with the members of the Philippine delegation at the bilateral so that “nothing will be lost in translation.”

There won’t be a problem with disinformation that might occur because of delays before we can talk to each other, stated Marcos.

Earlier, Marcos and Xi pledged to set up a “direct communication system” to avoid any potential misunderstandings in the West Philippine Sea.

On the last day of Marcos’ official state visit to Beijing, the two leaders released a joint statement in which they made the deal public.

This channel of communication would be established between the Department of Boundary and Ocean Affairs of the Chinese Ministry of Foreign Affairs and the Maritime and Ocean Affairs Office of the Philippine Department of Foreign Affairs (DFA).

The two presidents reiterated the significance of the Foreign Ministry and Consultations as well as the Bilateral Consultation Mechanism on the West Philippine Sea and agreed that “confidence-building measures will contribute to increasing mutual trust.”

An open line of contact between the commanders of the Philippine Coast Guard, the Philippine Navy, and their Chinese counterparts, according to Marcos, will benefit all parties and help to prevent undesirable occurrences.

The President sees instances like disputes between Chinese officials and Filipino fishermen and the Coast Guard as the result of poor communication.

Marcos stated that there is already a process in place comprising a bilateral group that is handling concerns between China and the Philippines in regard to a timeframe.

The President responded that it is an essential component of the relationship that China will take into consideration when asked if the agreement would lead to fewer occurrences or less harassment of fishermen in contentious areas like Scarborough Shoal.

The situation with our fishermen will be the top item on the agenda when we return, according to Marcos. “The Foreign Secretary and his counterparts here in China will finalize the organization of that,” he added.

In order to maintain peace and stability in the West Philippine Sea, both Marcos and Xi reiterated the significance of the South China Sea Declaration on the Conduct of Parties (DOC).

The Joint Statement on the 20th Anniversary of the DOC, adopted in Phnom Penh, Cambodia, on November 11, 2022, was cited by the two leaders.

The 2002 Declaration of Conduct (DOC) between China and the ten ASEAN members calls for all parties to refrain from actions that exacerbate or amplify the tension and jeopardize regional peace, including “refraining from action of inhabiting on the currently uninhabited islands, reefs, shoals, cays, and other features” in the South China Sea.

The President claimed that his state visit to China from January 3โ€“5 was very successful and allowed him to achieve his goals.

China was the destination of Marcos’ first official travel to an Asian nation outside the ASEAN.
