Stop calling shows Sincere DILG chief about cleaning up police ranks: IAS

On Friday, the civilian director of the Philippine National Police-Internal Affairs Service (PNP-IAS) claimed that he had also heeded the request for courtesy resignations from senior police officials made by Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr.

Alfegar Triambulo, director general of the IAS, told reporters that the DILG chief’s action demonstrates a commitment to purging the police force of bad apples and restoring its credibility.

The call from the SILG (Secretary of the Interior and Local Government) is a challenge to the integrity of the entire PNP organization, according to Triambulo. “I and the IAS people will take the lead to support this program of the Chief PNP because This is also the goal of the service of the Internal affairs,” he said.

The IAS chief also urged other service members to follow suit.

“According to the legislation, everyone applying for the IAS must pass a rigorous screening process to assure their integrity. To ensure impartial justice, do this. I’m willing to submit to that because it’s kind of like a second layer of screening for us,” he said.

Brig. Gen. Sidney Hernia, the head of the Mimaropa (PRO-4B) Police Regional Office, also endorsed Abalos’ action.

“I firmly believe that Secretary Abalos’ declaration requesting the polite resignation of all senior personnel is a clear demonstration of his serious determination to purge the PNP as the top law enforcement organization in the nation. It is extremely appropriate that, in the middle of this upheaval, a fair and impartial investigation be carried out in order to identify and remove the few scalawags from among our ranks. We will restore our reputation as a capable and trustworthy police department in this way, Hernia added in a second statement on Friday.

In the meantime, Gen. Rodolfo Azurin Jr., head of the Philippine National Police, complimented the IAS for achieving its Zero Backlog Policy with 100% Administrative Case Resolution Efficiency (ACRE) for the calendar year 2022.

According to PNP IAS’s report, as of December 29, 2022, all 1,581 police administrative cases filed with their office were swiftly settled.

According to Azurin, Triambulo’s initiative saw the initial implementation of the zero backlog policy in 2016.
This policy supports the IAS’s responsibilities as the driving force behind the PNP’s campaign against all types of misbehavior.

With 62 percent in 2016, 89 percent in 2017, 85 percent in 2018, 99.94 percent in 2019, 99.75 percent in 2020, and 99.65 percent in 2021, the IAS has continuously reported strong ACRE rates over the past five years.

In a statement on Friday, Azurin said that over the years, the PNP Internal Affairs Service, which serves as the organization’s integral disciplinary vanguard, has made a significant contribution to internal growth and organizational reform that protects the PNP from bad cops and breaks the culture of wrongdoing among policemen.

Azurin claimed that IAS investigated the police force in an objective and independent manner as an institution. It makes an effort to uphold its mission of promoting the integrity of the police force.

Abalos meanwhile praised all PNP colonels and generals who answered his request to cooperate with the government’s internal purging initiatives within the police force.

I hope that his admirable deed opens the door and encourages other PNP officials to follow suit. I appreciate you spearheading the fight against narcotics that are prohibited; please accept my gratitude “Added he.

The former Metropolitan Manila Development Authority (MMDA) chair, Abalos, also thanked the local chief executives who supported his petition and hoped that other local chief executives around the nation would do the same.

The Metro Manila Council, the MMDA’s policy-making body made up of the National Capital Region’s 17 mayors, released a resolution in support of Abalos’ action on Thursday.
