In the PDP 2023–2028, quality teacher education is included.

By including it in the Philippine Development Plan (PDP) 2023–2028, the Marcos administration demonstrated its dedication to offering high-quality teacher training.

The Excellence in Teacher Education Act, Republic Act No. 11713, was passed into law last year, and according to Senator Sherwin Gatchalian, it is highlighted in the PDP 2023–2028.

By improving coordination between the Department of Education, Commission on Higher Education, and Professional Regulation Commission, the bill restructures the Teacher Education Council (TEC).

The TEC is required by legislation to establish the fundamental standards for teacher education programs and to guarantee the continuity of teacher preparation from pre-service through in-service.

Gatchalian, the chair of the Committee on Basic Education, acknowledged that the teacher is the most important element in education but bemoaned the dismal outcomes of the recent licensure exams.

The average passing rate for the Licensure Examination for Teachers from 2014 to 2022 was only 34% for elementary school and 40% for high school.

The Philippines Public Education Expenditure Tracking and Quantitative Service Delivery Study conducted by the World Bank also revealed that many of the K–12 subjects are not sufficiently taught by the nation’s elementary and high school teachers.

The average elementary or high school teacher could only properly answer less than half of the questions on topic content exams, with the exception of English elementary teachers.

“Kasabay ng pag-angat natin sa kalidad ng edukasyong natatanggap ng ating mga kabataan, mahalagang tutukan din natin ang edukasyong natatanggap ng ating mga guro,” the speaker said. In order to improve the quality of teacher education, it is crucial that we also pay attention to student learning. Since we now have a statute to handle it, we should see to its appropriate implementation for the benefit of our pupils, added Gatchalian.

On December 16, 2022, President Ferdinand R. Marcos Jr. authorized the PDP 2023–2028 with the intention of supporting profound economic and social transformation, reviving job creation, and accelerating the reduction of poverty.

The co-chair of the Second Congressional Commission on Education (EDCOM II), Gatchalian, reaffirmed the commitment to continuing education reforms.

The Republic Act No. 11899, also known as the Second Congressional Commission on Education Act, which established the EDCOM II, requires it to carry out a nationwide evaluation to review the performance of the education system.

To make the Philippines competitive on the global stage in the fields of education and employment, it will suggest radical, specific, and focused reforms.
