PH and China agree to a program for authorized economic operators

A recent agreement between the Philippines and China will encourage traders to engage with customs authorities to increase supply chain security while also securing and facilitating commerce.

During President Ferdinand R. Marcos Jr.’s state visit to China from January 3–5, 2023, the Bureau of Customs (BOC) and the General Administration of Customs of the People’s Republic of China signed the Mutual Recognition Arrangement (MRA) on the Authorized Economic Operator (AEO) Program.

The Bureau claimed in a statement that MRAs give AEO programs a platform to offer their participants more advantages through worldwide recognition with partner nations.

MRA advantages often include increased facilitation for both domestic and international cargo clearance, priority treatment if the cargo has been chosen for inspection, and quicker customs cargo clearance in the case of trade disruption.

Consequently, cost savings for AEO enterprises would result from improved cargo movement predictability.

Benefits for trade facilitation will be available to Level 2 Certified AEO members authorized by the BOC who export to China under the MRA.

Similar incentives for trade facilitation will be provided by the BOC to exporters to the Philippines recognized as Advanced Certified Enterprises.

Prior to implementation six months after signing, the parties will create an implementation strategy for the benefits of trade facilitation, recognition, and information sharing.
