On Saturday, the Philippine National Police (PNP) refuted claims that it had assembled all of its units and resources to thwart an alleged destabilization plot by the Philippine Armed Forces (AFP).

Col. Jean Fajardo, a PNP spokeswoman, said there was no directive or order to activate a full alert after three different versions of a purported memorandum appeared on social media.

“Full alert status was not given any instructions. In preparation for the Traslacion, which is loosely referred to as the Feast of the Black Nazarene or the Quiapo feast in Manila on Monday, we can confirm that the PNP is on high alert.

The second-highest alert level, which is a heightened situation, is the AFP’s blue alert.

Millions of people attend the Feast of the Black Nazarene, but the Traslacion—the movement of the life-size replica from the Quirino Grandstand to the Quiapo Church—will not take place for the third year in a row, beginning in 2021, because of the Covid-19 pandemic.

There will be a “Walk of Faith” in its place, which will roughly follow the same path but without the replica.

The reports were propagated at Camp Aguinaldo in Quezon City during the handover of command between Gen. Andres Centino, the new chief of staff of the AFP, and Lt. Gen. Bartolome Vicente Bacarro.

According to a statement from AFP spokeswoman Col. Medel Aguilar, the event concluded “smoothly.”

All units are to be placed on high alert owing to “developing issues in Camp Aguinaldo,” “resignation of all staff in DND (Department of National Defense),” and “destabilization movements from the AFP,” according to circulating documents allegedly issued by PNP chief Gen. Rodolfo Azurin Jr.

Everything is fine, the AFP reassure everyone, Aguilar added.

According to all three versions, police units were told to maintain perfect attendance, do drills for the camp defense plan, keep an eye on military activities, account for personnel and weapons every hour beginning at 1, and have the appropriate communication and firepower ready for any eventuality.

“We can confirm that the armored personnel carriers, or APCs, that were shown in images of Camp Crame in Quezon City, are a part of our Traslacion preparations. These were prepared in case they were required, according to Fajardo.

Fajardo said that the APCs’ movements as part of the monitoring of operational preparedness are typical.

She claimed that Azurin was aware of the communications in circulation and had already given the order to confirm the authenticity of the bogus memos’ sources.

The Malay-PNP in Aklan province for this weekend’s Boracay Ati-Atihan celebration and the Cebu provincial PNP since January 4 in preparation for Sinulog fiesta events leading to the big parade next Sunday, January 15, have both confirmed that they are on maximum alert level.

Both celebrations are in memory of St. Nicholas, the infant Jesus.

Aguilar reassured Centino that the AFP is entirely behind him.

The AFP, in its capacity as a professional body, backs the Commander-in-Chief, His Excellency Ferdinand R. Marcos Jr. For the protection of our citizens’ security and safety, as well as to defend our territorial integrity and national sovereignty, the AFP will continue its mission to crush all armed danger groups, Aguilar added.
