The propose of evacuation centers for each LGU

Senator Raffy Tulfo submitted a new bill to the Senate that would create evacuation centers in 146 cities and 1,488 communities around the country.

Tulfo stated in his Senate Bill No. 1652, or An Act establishing evacuation centers nationwide, that the centers need to have the bare minimum of amenities, be in easily accessible areas, and have enough emergency supplies, including water, medication, and relief supplies, given that the Philippines is one of the most typhoon-prone nations in the world.

“When disasters and tragedies strike, covered courts, gymnasiums, schools, and even churches function as evacuation places to shelter impacted citizens and families. When the situation worsens, these areas are crowded. Because these sites do not adhere to the requirements for a suitable and well-ventilated evacuation facility, diseases—both known and unknown—may also spread there, the bill’s explanatory note stated.

The Evacuation Center Act, introduced by Senator Sherwin Gatchalian in August of last year, calls for the establishment of evacuation centers in all communities across the country.

According to Tulfo’s information, 7-9 typhoons make landfall in the Philippine Area of Responsibility each year, according to the Climate Change Knowledge Portal for Development Practitioners and Policy Makers.

According to Gatchalian’s proposal, each evacuation center’s location must be in the center of the community and be chosen by the Department of Environment and Natural Resources in close consultation with the relevant local government units (LGUs).

Additionally, it must be far enough away from large trees and hazardous materials-containing structures, close to a medical facility, on geotechnically stable ground, and away from military base camps and the bases of rebel groups.

In addition, it must have a solid construction, be disaster-resistant, and be able to house a sizable number of evacuees.

It requires that the LGUs in question be in charge of running, supervising, and managing evacuation centers and that the local sanggunian (council) issue rules and regulations for using and running the evacuation center that falls under its purview.
