AFP in “high spirits” on proposed amendments RA 11709: DND

According to Defense Secretary Carlito Galvez Jr., the Armed Forces of the Philippines (AFP) are now in “good morale” despite ongoing talks and discussions to change the law imposing fixed terms to around 14 to 17 crucial positions.

Galvez commended Senate President Juan Miguel Zubiri for supporting their proposal to replace the fixed term with a “longer duration of service” for officials while speaking to reporters at the organization’s headquarters in Camp Aguinaldo, Quezon City.

The AFP Senior Board of Officers was restricted in its ability to appoint the most qualified individuals in some positions by the fixed term clause, he continued.

Since there is no such thing as a set term already, he said, “we will eliminate the term “fixed term” and replace it with the term “extended tenure of service.” As a result, there won’t be an absolute career management plan for our important officials; instead, it will be flexible.

The chief of staff, vice chief of staff, deputy chief of staff, heads of the major services (Army, Navy, and Air Force), unified command commanders, and inspector general of the AFP all have three-year terms in office under Republic Act (RA) 11709, also known as the Act Strengthening Professionalism in the AFP, “unless sooner terminated by the President.”

In times of war or other national crises declared by Congress, the President may also prolong the chief of staff of the AFP’s tour of duty.

Galvez had already claimed that the AFP’s rumors were just its personnel’s worry about the potential impact of the bill on their careers.

The DND introduced RA 11709 revisions during the Senate hearing on January 17.

These include giving the superintendent of the Philippine Military Academy a tenure of four years and giving the head of the AFP a maximum term of three years, compared to two years for service commanders in the Army, Navy, and Air Force.

While this is going on, if the AFP vice chief of staff, deputy chief of staff, unified command commanders, and inspector general still have a year left in active duty, they can be assigned to a higher post.

There are also suggestions that no military official with fewer than six months left in the service be promoted to brigadier general or commodore.

The proposed changes to RA 11709 by the DND are intended to further improve the AFP’s professionalism and effectiveness. The DND and the AFP are working together to resolve the legal difficulties, according to Galvez.

He added that the DND will keep pursuing policies that would further improve the AFP’s welfare, morale, professionalism, effectiveness, and efficiency.

Galvez, meanwhile, emphasized the necessity of the DND always remaining relevant.

Galvez underlined President Ferdinand R. Marcos Jr.’s directive to protect the nation’s sovereignty during his most recent meeting with the Chief Executive.
