A resolution providing free admission to films in all nearby theaters for PWDs was passed and accepted on final reading by the Sangguniang Panlungsod.

The ordinance is the first of its sort for the city’s PWD community, according to Councilor Jessica Bonguyan, who also serves as the chair of the SP committee on games and recreation.

Following Mayor Sebastian Duterte’s signature on the measure, Bonguyan stated that he anticipates implementation to occur within six months.

According to her, “Transitory provisions provide the executive department to publish the implementing rules and regulations for the execution of the ordinance within six months.”

While the city provides senior persons with free movie rights, Bonguyan claimed that it is appropriate to also provide PWDs with free movie privileges as “one way of honoring their existence.”

According to the regulation, the free movie privilege only applies to standard movie screenings, excluding those at special theaters like Dolby Atmos, Imax Theaters, Director’s Club, and 3D and 4D theaters.

Every Monday when they use the privilege, PWDs must present their movie pass booklet upon access to the theaters.

Since it is not yet packed, “the first screening time is designated for the PWDs to ensure their safety. During their Monday screening period, theater owners will reserve 5% of their total seating capacity for PWD spectators, according to Bonguyan.

The councilor issued a warning that anyone using dishonest methods to take advantage of the free movie privilege would be subject to a PHP2,000 fine for the first offense, PHP3,000 for the second offense, and PHP5,000 for the third.
