A reduction in the number of births could boost the economy.

The Commission on Population and Development (POPCOM) views the decline in total fertility or the number of births in the Philippines as a “demographic opportunity” to boost the country’s economy.

Low reproduction rates will gradually alter the age distribution of the population and increase the number of people of working age, according to Lolito Tacardon, deputy executive director of POPCOM.

“Less na po ang dependens na mga bata kung mais marami po ang pwedeng magtrabaho (If there is a bigger number of workers, there will also be less number of dependents). Secondly, I believe we have the so-called demographic dividend na mari-realize (that will be realized), if the working-age population would be employed “During the Laging Handa public briefing on Monday, Tacardon added.

But according to him, the age structure should be taken into account when developing government policies through departments like the Department of Social Welfare and Development and the Department of Labor and Employment.

According to the Philippine Statistics Authority’s National Demographic and Health Survey from the previous year, 13.3 percent of adolescent pregnancies were carried by women aged 19 or less, which is a decrease from 22.4 percent in 2017.

Following at 5.9 percent, those 18 years old were down from 12.8 percent five years earlier.

From May 2 to June 22, 2022, a total of 27,821 women between the ages of 15 and 49 were interviewed as part of the 12th national survey to be done every five years since 1968.

On the other side, according to the 2021 Young Adult Fertility and Sexuality Survey from the University of the Philippines Population Institute, childbirth among those aged 15 to 24 decreased from 14.4% in 2013 to 7.2 percent in 2021.

The surveys, which were conducted at the height of the Covid-19 outbreak, will require additional research and surveillance in the ensuing years.

Rodrigo Duterte’s Executive Order 141, which intends to activate all government agencies and treat the incidence of adolescent pregnancy as a national priority, is being carried out by POPCOM.

POPCOM is required to gather all relevant national government entities to address the issue and develop a comprehensive action plan.

It comprises the promotion of comprehensive sex education for children and their parents, the improvement of socioeconomic situations, and community activities, and the strengthening of procedures for young people to receive reproductive health care.
