Marcos approves the establishment of the Water Resource Management Office.

The establishment of a Water Resource Management Office (WRMO) to oversee the nation’s water resources and address current environmental issues was approved by President Ferdinand R. Marcos Jr. on Wednesday.

The Presidential Communications Office (PCO) reported that during a multi-sectoral meeting with representatives of the Department of Environment and Natural Resources, Marcos authorized the WRMO (DENR).

The WRMO, which will fall under the DENR, will be a temporary organization until a Water Resources Department is established.

The Integrated Water Management Plan (IWMP), which will combine numerous plans from various agencies, is one of its primary responsibilities.

The IWMP will address the current environmental concerns and manage water resources through a concerted government effort involving multiple sectors. It will serve as the primary guiding document for the WRMO.

The WRMO will also be tasked with supporting the passage of a law creating an apex body alongside the Presidential Legislative Liaison Office (PLLO); working closely with all pertinent organizations, including local government units (LGUs), the private sector, civil society, and the communities; as well as carrying out other duties under the DENR.

The National Water Resources Board (NWRB), Metropolitan Waterworks and Sewerage System (MWSS), Local Water Utilities Administration (LWUA), and other water-related DENR organizations will have a cooperation mechanism under the WRMO to undertake water management initiatives, according to the PCO.

Marcos proposed that the WRMO’s first move should be to manage surface water supplies and lessen the nation’s dependency on deep wells and groundwater.

“As far as I could determine, yes. It’s just that we’re not using it, and we’re wasting the supply away, he reportedly said, adding that there is enough water in the Philippines.

He also emphasized the necessity of a strategy that will act as a road map for waste management organizations.

“We need to follow the plan, sokaya nga kailangan sumunod sa plano,” We must therefore strengthen the Water Management Office’s mandate. To ensure that everyone is adhering to the big picture, we must bring them all together, he said.

“Therefore, whatever relationship we establish with MWSS, LWUA, the Water Board, DENR, and this new Water Management Office, it must be cogent in the sense that the management office’s recommendations will be carried out,” he continued.

Water is essential for enabling urban growth and ensuring food security.

According to government statistics, irrigation contributes 35.6 percent of the Gross Value Added of the agricultural industry.

With almost 47% of its people expected to live in cities by 2021, the Philippines is one of the nations that is urbanizing most quickly in the world, necessitating large-scale water projects, including a bulk water supply and sanitary infrastructure.

In addition, hydropower, which currently accounts for 7% of the nation’s total energy production and has the potential to reach 15% by 2030, plays a key role in the country’s energy mix.
