No rise in premium contributions in 2023: PhilHealth



To give its members time to adjust, the Philippine Health Insurance Corp. (PhilHealth) has suggested implementing gradual, steady hikes in its premium contribution schedule.
Considering the socioeconomic difficulties caused by the epidemic, PhilHealth acting president and chief executive officer Emmanuel Ledesma Jr. stated in a statement on Thursday that they are dedicated to giving financial assistance to Filipinos.
Prior to this, PhilHealth had declared compliance with President Ferdinand R. Marcos Jr.’s directive to halt this year’s premium rate increase from 4% to 4.5% and the income ceiling increase from PHP80,000 to PHP90,000.
“All Filipinos may be guaranteed of fresh and greater advantages this year and in the years to come,” Ledesma added. “Ngayong taon at sa mga susunod pa ay makakaasa po kayo sa patuloy na bagong benepisyong malawakan para sa mamamayang Pilipino.”
After the suspension of the premium contribution increase, the premium rate remains at 4% with an income cap of PHP80,000 this year.

Ledesma revealed that PhilHealth is also considering proposals on setting fixed premium rates for some member categories, especially in light of the guiding principles of the National Health Insurance Program on Equity and Social Solidarity – particularly on risk-sharing among all income groups. This was made known during the Senate Committee on Health’s deliberations on amending Republic Act 11223 or the Universal Health Care Act on premium contributions.
In an effort to strengthen the law, PhilHealth is now analyzing a number of clauses, he added. “However, we would like to reassure the Committee that PhilHealth wants nothing more than to serve the Filipino with benefits that are of high quality, responsive, and equitable in favor of realizing the objectives of national health insurance.”
