More significant funding for specialty hospitals under DOH to assist more patients

According to Senator Sonny Angara, all of the specialty hospitals run by the Department of Health (DOH) received larger resources this year to enable them to treat more patients, particularly those who cannot afford it.

The National Kidney and Transplant Institute, Philippine Children’s Medical Center, Philippine Heart Center, and Philippine Institute of Traditional and Alternative Health Care will all get about PHP7 billion under the 2023 General Appropriations Act (GAA).

The allocation this year is a PHP2 billion increase from the PHP4.9 billion under the 2023 National Expenditure Program and a PHP1.1 billion increase from the PHP5.8 billion they received in 2022.

“Dahil sa kahirapan, marami sa ating mga kababayan na may malubhang karamdaman ay hindi nagagawang magpagamot. Sila ang pangunahing nakikinabang sa serbisyong hatid ng mga pagamutang ito at siniguro natin na may dagdag na pondo para sa kanila kada taon (Many of our citizens who have serious illnesses are unable to pay for treatment due to poverty. They are the main recipients of the services these hospitals offer; as a result, we made sure that there were increased money available for them each year,” Angara said in a statement.

The amount of PHP835.2 million allotted to the Lung Center of the Philippines this year was more than the PHP683.9 million it received in 2022.

This year, PHP1.7 billion—up from PHP1.6 billion the year before—was allotted to the National Kidney and Transplant Institute.

The budget for the Philippine Children’s Medical Center is PHP2.1 billion, up from PHP1.5 billion in 2022.

The Philippine Heart Center received an increase in funding this year from PHP1.8 billion to around PHP2.1 billion.

The entire amount donated to the Philippine Institute of Traditional Alternative Health Care was PHP156.2 million.

The 2023 GAA also gave the Philippine Health Insurance Corporation a subsidy of PHP100.2 billion for implementing the Universal Health Care Law to assist with patient treatment costs.

Angara argued that satellite specialty hospitals should be established in order to bring these specialist services closer to the people in addition to annual increases in hospital expenditures.

“Patients from around the nation travel to Manila to receive treatment at these specialist hospitals since the services they need are frequently unavailable at the local hospitals or are prohibitively expensive. With the construction of satellite specialty hospitals, we hope to eventually provide these services closer to the people who need them, Angara remarked.

Senate Bill No. 93, one of Angara’s bills submitted to the 19th Congress, aims to build satellite specialty hospitals in provinces that are remote from the tertiary care hospitals in their regions.

The bill requires the specialty hospitals to create satellite hospitals in specified areas that will be run and governed in accordance with their individual charters.
