The government provides P20 billion for a project to reduce flood damage.

For the first phase of the Integrated Flood Resilience and Adaptation Project in the nation’s three main river basins, the government has allotted PHP20 billion.

The multi-billion-peso project, according to Dolores Hipolito, Project Manager III of the Department of Public Works and Highways (DPWH) Unified Project Management Office Flood Control Management cluster, aims to lessen flood damage, lower flood risks, and boost climate resilience in Abra, Ranao (Agus), and Tagum-Libuganon.

Therefore, in contrast to the past, the DPWH’s primary goal is to build these infrastructures or provide structural measures. Here, we’re examining flood risk reduction. In order to better manage flood risk for our government agencies and local government units (LGUs), this project has three main components, she explained during the Saturday News Forum at the Dapo Restaurant in Quezon City. “We have a partnership with the local government units and with the Department of Interior and Local Government (DILG) for community-based flood risk measures,” she added.

According to her, the project includes building flood protection infrastructure, improving strategic flood risk management (FRM) planning, and bolstering community-based FRM measures.

So, in addition to the community, we are attempting to conserve agricultural lands in these three river basins. Therefore, we shall construct different infrastructures using dikes, revetments, and some diversion canals. Since there are already a lot of structures erected in the river basins, let’s upgrade or rehabilitate them as well, she suggested. All that’s needed are some strengthening measures.

In addition to that, a few bridges will be built as part of the project because, according to the DPWH official, “when we bring in those new infrastructures, the bridges have to be improved as well.”

In the following local government units, flood protection facilities will be built and community-based FRM measures will be implemented: Municipalities in the Abra River Basin include Bantay and Santa in Ilocos Sur (Region I), as well as Bangued, Bucay, La Paz, Lagangilang, Langiden, Manabo, Pidigan, Sallapadan, San Juan, San Quintin, and Tayum in Abra (Cordillera Administrative Region or CAR); municipalities in the Ranao (Agus) River Basin include Baloi in Lanao de (Region XI).

Additionally, it is suggested that X-Band radars be constructed in the following places to improve rainfall monitoring and early flood warning: Municipality of Dolores, in the Abra River Basin (CAR); Marawi City, in the Ranao (Agus) River Basin (Lanao del Sur) (Bangsamoro Autonomous Region in Muslim Mindanao).

The National Economic Development Authority (NEDA) Board has given the project its approval.
