Solon campaigns for a legal scholarship and a volunteer program
On Monday, a party-list lawmaker pushed for a proposal to establish a legal scholarship and return service program for students who wish to study law and practice it.
Representative Raul Angelo Bongalon of the Ako Bicol Party-list introduced House Bill 7035 on February 1 to alter Republic Act No. 7662, also known as the Legal Education Reform Act of 1993, in order to establish the aforementioned program by allocating funds for other objectives.
He claimed in a statement that the party list recognizes the significance of offering Filipino residents free, prompt, suitable, and sufficient legal services.
The goal of the measure, according to Bongalon, is to give possibilities to people, particularly young people who want to study law but cannot pay the tuition and other school costs.
“Through this bill, our citizens who will be eligible for the Legal Scholarship will be given the following benefits—free tuition and other school expenses, allowance for necessary books, clothing, or uniforms, dorm or boarding house accommodations, transportation allowance,” he stated.
Bar expenses, including application fees, annual medical insurance, and other education-related incidental subsistence or living allowances will also be granted, he noted, with the proviso that they will only be accessible for the first two exams taken.
The legal scholarship recipients must work in the Public Attorney’s Office (PAO) and other government agencies that require legal counsel within the allotted number of years after passing the Philippine Bar, according to the bill’s explanatory note.
Through these provisions, according to Bongalon, a lawyer himself, “we can make up for the lack of lawyers in our nation who offer our citizens free and excellent legal services and ensure that everyone has the opportunity to fulfill their dream of studying law without having to carry its weight in their pocket.”***
