The House of Representatives’ second reading approval of a bill requiring the Philippine Merchant Marine Academy (PMMA) to accept one cadet from each congressional district in the nation was delayed.

House Bill 6994, which seeks to require the PMMA to admit one cadet from each congressional district every school year to comprise its initial class, was approved by the chamber on Wednesday during the plenary session through voice vote.

It aims to increase access to high-quality education and provide equitable opportunity for qualified students from remote provinces and far-flung places to attend the PMMA.

The measure’s author, Rep. Rufus Rodriguez of Cagayan de Oro City, said that the majority of the cadets enrolling in the PMMA are from larger cities and provinces.

Rodriguez emphasized that it is “high time” for each “class” that graduates from the PMMA to have a more balanced makeup.

“As much as is practical, choosing at least one incoming cadet from each congressional district each year is one approach to do this. Aspiring cadets from remote locations are given the opportunity to realize their aspirations of becoming merchant marine and naval officers in this fashion “said he.

A candidate from each congressional district would need to pass the entrance test and fulfill all PMMA admission standards before being accepted under the proposed legislation.

Additionally, it states that three cadets must be chosen for provinces with just one congressional district.
