The DA will certify Kadiwa outlets in MM marketplaces.

At order to ensure that more cheap agricultural food products are available, the Department of Agriculture (DA) said on Monday that it will accredit a number of retail establishments in neighborhood markets.

The DA said in a statement that this would aid in addressing the rapidly rising costs of several agricultural commodities in markets in Metro Manila.

According to the statement, “The Department of Agriculture (DA) proposes to build accredited Kadiwa retail stores in chosen Metro Manila dry and wet markets as part of the mission of President Ferdinand R. Marcos Jr. to make food accessible and affordable to all Filipinos.”

Implementation of the Kadiwa stores’ accreditation is anticipated to occur in the first quarter of the year.

The National Capital Region’s marketplaces have already been recognized by cooperatives, according to DA Assistant Secretary Kristine Evangelista in a previous interview (NCR).

“In the event that our retailers become hesitant in the markets, at least we have a way to urge them to switch suppliers because our goal is to actually lower market prices,” she said.

There are currently 308 Kadiwa locations across the nation, including pop-up shops and mobile stores.

The Philippine Chamber of Agriculture and Food Inc. (PCAFI) encouraged the DA to also look into guaranteeing the stability of the country’s supply of garlic in the wake of increases in retail onion prices.

PCAFI president Danilo Fausto said that more than 90% of the country’s supply of garlic is imported in a teleradio interview.

“Paramihin ang plantation area, pagandahin ang yield per hectare. At present, there are 2,500 people in our Tinataniman. A target area of between 25,000 and 30,000 hectares must be reached for me to be able to sustain myself in the bawang. (We should expand the crop area and raise our yield per hectare. We only have 2,500 (hectares) of plantation as of right now. But in order for us to have enough garlic, we need 25,000 to 30,000 hectares of cultivation, he stated.

A number of locations in the Ilocos region, Batanes, Nueva Ecija, and Occidental Mindoro are included in the plantation.

Fausto added that the DA should make sure that its importation plan for garlic is carried out correctly.

“If you won’t do it for garlic, if 90% of your supply is dependent on importation and you didn’t import, that’s a tremendous problem,” he continued. “It’s not just about garlic, it’s about all of your supplies being dependent on importation.”

Failures in execution, according to the PCAFI, might raise the cost of garlic.

Fausto, on the other hand, encouraged the DA to investigate the excessive price hikes of locally produced garlic in a number of Metro Manila markets, adding that this would hinder its competition against the imported ones, which are sold at reduced costs.

According to him, the cost of native garlic in Nueva Ecija only varied between PHP65 and PHP270 per kilogram.

“Nagugulat ako, may 400 PHP be available here in the NCR. I’m amazed that garlic costs PHP400/kg here in the NCR. Pagka ganun siguro, medyo bisitahin ng Department of Agriculture ang manipulasyon kung totoo ‘yun. If so, the district attorney should investigate this to see whether or not the manipulation is real, he continued.

Locally produced garlic is “not available” at markets in the NCR as of Monday, according to the DA Bantay Presyo (price watch), while imported garlic costs PHP90/kg to PHP130/kg.
