Child abuse in armed warfare is “shockingly high,” according to the UN

As the international community works to stop the tragedies, the UN cautioned on Monday that abuses of children in armed conflicts “continue at a startlingly high level.”

Children continue to experience alarming levels of violations, such as kidnapping, killing, and maiming, recruitment for use in armed conflicts, and the denial of humanitarian access in conflict zones, said Virginia Gamba, Secretary-General Antonio Guterres’ special representative for children and armed conflict, in a statement to the Security Council.

Nearly 24,000 “grave violations” were confirmed by the UN in 2021, and according to Gamba, those numbers are likely to increase as the UN assesses events from 2022.

She told the Council that “we are increasingly aware that understanding and identifying the pre-existing risks and vulnerabilities to children will be critical to protecting them, and preventing violations of their rights once a conflict occurs, in the face of continuous cycles of violence and conflict that is only becoming more intense, frequent, and complex.”

She stressed that children who lack access to school, have limited options for their future, and live in poverty are still the ones most at risk of being enlisted in the military forcibly by armed organizations and experiencing gender-based violence.

Prior to the meeting on Monday, a message from Malta, the Security Council’s February chair, stated that despite progress in addressing violations against minors, they “continue to be committed on an alarming scale.”

In order to effectively protect every child affected by a conflict, it was stated that “effective violence prevention requires a strategic and proactive approach at the community, national, subregional, regional, and global levels that address all risks and stress the factors that provide protection against the continuum of violence.”
