A purported memorandum circular on a two-day salary deduction in the salaries of government employees to establish a relief fund for earthquake victims in Turkey and Syria was denounced by Malacanang on Sunday as “false news.”

Cheloy Garafil, secretary of the Presidential Communications Office (PCO), told reporters that “this is not accurate.”

Garafil claimed that in order to look into the fake memo, the Office of the Executive Secretary is also “coordinating with authorities.”

The fake memo was created with the permission of President Ferdinand R. Marcos Jr. to appear to be signed by Executive Secretary Lucas Bersamin.

“The tragic earthquake that struck Turkey on February 6, 2023, resulted in numerous fatalities among people and livestock as well as extensive damage to private residences and governmental facilities. The humanitarian situation has gotten worse as a result of infrastructure damage. A fund called the “President’s Relief Fund for Turkey Earthquake Victims” has been established/opened to provide the Turkish government and people with the greatest amount of assistance possible to help them deal with the devastation caused by the earthquake. More salary deductions from government workers are being proposed. The request was taken into consideration, and the deductions were approved. The alleged memo stated.

It was claimed that there will be a two-day wage deduction for officers and staff employed by firms, companies, financial institutions, commissions, divisions, departments, and authorities that fall under the “federal government.”

A two-day wage deduction would also apply to officers and officials of the armed forces and civil service, as well as those who hold positions that are paid on a contract basis or in lump sums and officers and officials who are locally hired for overseas assignments.

The phony memorandum titled “Two Days Salary Deduction For the Month of March 2023 From All Government Workers For President Relief Fund For Turkey And Syria” was also mentioned in the Official Gazette of the Republic of the Philippines’ Facebook page.

“Such a “Memorandum Circular” has never been released by the executive offices of the president or executive secretary. Officials and staff of the government are now cautioned to exercise caution and to maintain alert against this false information. Marcos had already dispatched a Filipino group of 82 people, including rescuers and medical professionals, to help with search and rescue operations in Turkey.

According to reports, the magnitude 7.7 and 7.6 earthquakes that slammed Turkey and Syria on February 6 resulted in the deaths of more than 46,000 people, many of whom are still missing, as well as the destruction of numerous buildings.

40,642 people have died as a result of the earthquake in Turkey, while more than 5,800 people have died in Syria, which is next door. Around 108,000 people were hurt.

According to the Philippine Embassy in Ankara, two Filipinos were among the fatalities.

The earthquakes in Turkey and Syria are the sixth deadliest natural disasters of the 20th century globally.
