More local population programs are desired in Eastern Visayas.

To carry out the goals of the Philippine Population and Development Program (PPDP) in the Eastern Visayas, the Commission on Population (POPCOM) is improving its relationships with local government entities in the area.

The PPDP emphasizes population and development integration, gender and development, healthy adolescent development, and responsible parenting and family planning.

Elnora Pulma, regional director for POPCOM Eastern Visayas, stated on Tuesday that the organization has been working with local governments to empower people, families, and communities in line with the objective of socioeconomic change of the government.

We always work to give information to local governments, especially about teen pregnancies. We assist them in realizing that because the community needs more funding for essential services, early pregnancy burdens the local government. In our advocacy, we consistently compare tax allocation to the caliber of the local population, according to Pulma.

According to the official, PPDP is crucial to ensuring that residents of communities are productive and aid in economic development.

“Teen pregnancy makes people poorer. The populations that require government assistance are young women and their families, and this has an impact on how their taxes are distributed. If the populace is unproductive, they (the government) must spend more on social services, Pulma continued.

Northern Samar, Leyte, and Samar provinces, according to POPCOM Regional Technical Services Division Chief Reyan Arinto, have already constructed population offices.

Cities having population offices and officers include Tacloban and Ormoc in Leyte, Borongan and Calbayog in Eastern Samar, and Catbalogan and Catbalogan in Samar.

Few municipal governments in the six provinces of the area have local population offices.

As the population program is one of the devolved functions of local governments, it is challenging for us to encourage them to hire population officers. They constantly receive technical support from us, Arinto remarked.

In their advocacy, POPCOM emphasizes the crucial function and significance of the PDPP within the framework of improving the devolution policy as a result of the local governments’ greater part of the national tax revenue as a result of the Mandanas-Garcia judgment by the Supreme Court.
