House approves a resolution requesting that the Con-Con make economic reform proposals.

The House of Representatives on Monday passed a motion requesting a constitutional convention (con-con) that would propose amending the Constitution’s economic provisions with a commanding 301 in favor, six against, and one abstention.

Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose Dalipe, Representative Luis Raymund Villafuerte Jr. of Camarines Sur, and Representative Rufus Rodriguez of Cagayan de Oro City’s 2nd District are the main authors of Resolution of Both Houses (RBH) No. 6.

The “restrictive” economic elements of the fundamental law are the only ones the House plans to amend, according to Romualdez, “with the expectation that the modifications would clear the way for the country to attract additional foreign investments.”

“We require greater investments to give our people more options for employment and income. To keep up the speed of our economic progress, we need more money, Romualdez remarked.

He emphasized that investment reforms through amendments to the Constitution’s economic provisions may be the “last piece in the puzzle” for enhancing the business climate in the nation.

Before the start of the plenary sessions, the House majority conducted a caucus where 300 members declared their desire to co-author RHB 6.

The caucus was called to inform the majority group of the urgent legislation that the House of Representatives has to pass before the Easter break.

RBH No. 6 was approved by the Committee on Constitutional Amendments following lengthy public hearings and consultations in Luzon, Visayas, and Mindanao.

The resolution instructs the House and Senate to convene a convention “to propose revisions to the economic sections, or revision of, the 1987 Constitution.”

The summoning of a constitutional convention, according to the resolution, would be the “most transparent, exhaustive, democratic, and least divisive means of effecting constitutional revisions” out of the three ways to propose Charter amendments.

In order for the Philippines to become globally competitive and in step with the times, “extensive studies demonstrate that key economic sections of the 1987 Constitution need to be examined and recrafted,” according to the resolution.

Furthermore, it states that credible business and economic organizations have identified this change as a crucial tool for policy implementation and believe that constitutional revisions to address the economy are “now long overdue.”

The envisioned con-con would be a hybrid assembly with elected and appointed members, with the election and appointment of delegates to be held simultaneously with the Oct. 30, 2023 barangay and Sangguniang Kabataan votes.

An implementing statute that must be approved by Congress would lay out the specifics of the choice and appointment of con-con delegates.
