Germany applauds the Philippines’ “tweaked” South China Sea policy

LAGUNA – The Philippines’ change in South China Sea policy is seen by the German Embassy in Manila as a significant development in demonstrating to the world the country’s determination to strengthen a rules-based regional order.

“[T]his is really so crucial that the message that the world gets is that the Philippines wants to work in the framework of the rules-based international order to strengthen and to work for its sovereignty and rights and we can support this,” German Ambassador in Manila Anke Reiffenstuel said on the sidelines of a Stratbase ADRI forum in Makati, Wednesday.

After the ongoing harassment, it received from the Chinese Coast Guard, the Marcos government, through the Philippine Coast Guard (PCG), promised last month that it would make maritime events in the West Philippine Sea public.

PCG adviser for marine security Admiral Jay Tarriela had earlier predicted that the plan would force Beijing to issue a statement, adding that whenever Manila lodges a diplomatic protest against the Chinese Coast Guard’s alleged harassment in the region, China often keeps quiet.

The PCG recently acknowledged that not all former occurrences were documented, including an alleged laser-pointing incident involving the BRP Habagat in June 2022.

In line with its own Indo-Pacific strategy, Berlin will continue to support the Philippines, according to Reiffenstuel, who also expressed Berlin’s willingness to discover potential areas of cooperation with Manila.

“We have members of the Philippine Coast Guard and Navy coming to Germany to attend conferences there. These are all pieces of construction “She spoke.

With the history Germany possesses, it is crucial for us to emphasize that a complete strategy is more effective than a military strategy.

Reiffenstuel claimed that “gray zone” activities in the South China Sea, which security experts allege include countries deploying their coast guards to establish their claims over the region, “threaten stability in the region” in a keynote address.

The ambassador declared that the South China Sea was a crucial waterway that saw a substantial amount of international traffic and was home to many island chains, including the Spratly Islands and the Paracels.

The goal of “gray zone activities in the South China Sea is to impose territorial claims in the area through the use of maritime militias, coast guard vessels, and fortification of islands and heights. Such acts are illegal under international law and endanger regional stability, she continued.

She stated that the parties concerned must be “creative” in their response because the majority of these behaviors fall below the threshold of what is considered aggressive.

“We must develop our alliances with like-minded nations in the area. This may entail information sharing, cooperative military drills, collaboration on maritime security, and collaborative diplomatic efforts, the speaker said.

She continued, “We also need to improve maritime domain awareness by utilizing cutting-edge technologies.
