Comelec considers releasing poll workers’ honoraria in advance.
The recommendation of Vice President and Secretary of Education Sara Duterte to release in advance the honoraria of teachers who are acting as members of the Election Board (EB) during elections has the support of the Commission on Elections (Comelec).
In a press conference on Thursday, poll body chair George Erwin Garcia said, “There is no problem with us, anything that can facilitate and provide sufficient benefit to the teachers, we are consistent with that, always in favor of the teachers. When our honorable vice president mentioned her request to the Commission en banc, I immediately looked at the auditor assigned to the Comelec, the Commission on Audit (COA) auditor.
However, he said that the Commission on Audit must approve the action (COA).
If actions of that nature are permitted by the COA, there are problems with auditing, he continued.
According to Garcia, a partial distribution of honoraria has already been put into place, although there were issues when some poll workers failed to show up for work.
“We have performed it previously. Although they received 50% of their pay, many teachers failed to show up on election day for various reasons, which caused issues, particularly with the Commission on Audit. However, if the Commission on Audit grants us permission, we will proceed without a doubt, especially for the benefit of our teachers, the head of the polling organization said.
Duterte expressed the wish that teachers will be paid prior to the polls so they could pay for meals, transportation, and other costs while carrying out their duties in her remarks on the second day of the National Election Summit 2023.
The EB chairs, members, and support staff are eligible for honoraria of PHP6,000, PHP5,000, and PHP4,000, respectively, during elections.***
