Increased teaching supply allocation for instructors is proposed in a bill.
After being introduced at the Senate plenary on Tuesday, a bill aiming to institutionalize teaching supply allowances for public school teachers nationwide in order to support and improve their financial situation and help them provide high-quality education to their students is now pending for second reading.
The Basic Education, Ways and Means, and Finance Committees jointly submitted Senate Bill (SB) 1964, also known as the Kabalikat sa Pagtuturo Act, with authors Senators Ramon Revilla Jr., Robinhood Padilla, Sonny Angara, Christopher Lawrence Go, Joseph Victor Ejercito, Jinggoy Estrada, Mark Villar, Ronald dela Rosa, Sherwin Gatchalian, and Senate Majority Leader Joel Villanueva.
The legislation replaces SB 22, 94, 677, 1045, 1729, and 1831.
According to the proposed legislation, all public school instructors will get a Teaching Supplies Allowance to be used for implementing or conducting various learning delivery modalities as well as for the purchase of tangible or intangible teaching supplies and materials.
For the school years 2023–2024 and 2024–2025, teachers will each receive PHP7,500 and PHP10,000, respectively. This is a significant increase from the existing PHP5,000 supply allowance per year.
The Teaching Supplies Allowance shall be automatically updated to its present value every three years to account for the increasing prices of teaching supplies and materials and shall not be subject to income tax.
The sum will be deducted from the Department of Education’s (DepEd) budgetary allocations under the General Appropriations Act.
According to SB 1964, “The proposed bill grants all public school teachers who are engaged in teaching basic education curriculum, consistent with the learning modalities recognized by the DepEd, and will ensure that the teaching profession will attract and retain the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.
