Oriental Mindoro is completing its response to the oil spill issue.

Following the discovery of the sunken M/T Princess Empress off the coast of Naujan town, the provincial government of Oriental Mindoro is currently considering developing a recovery strategy.

The governor of Oriental Mindoro, Humerlito Dolor, congratulated the government agencies working on the cleanup of the oil leak during a press conference on Wednesday and extended an invitation to additional interested parties and organizations.

Dolor said that 23 leaks from the M/T Princess Empress have been found by experts using the remotely operated vehicle (ROV).

He added that the pressure from the ship’s sinking caused considerable structural damage, with the front section of the ship suffering the most.

“As of now, may 23 na leaking locations, so ang presumption, yung laman, yung mga naunang lumabas, ito yung laman nung tangke na ginagamit dun sa transportation, ito yung transportation diesel nila. It is believed that the first leak originated from the tank containing the oil used for the journey, which is the marine transportation diesel, and that the current leak is coming from the eight tankers. “There are 23 leaking areas, but nothing is coming from the crude oil being consumed for its travel from these, so the assumption is that the first leakage came from the tank containing the oil used for the voyage,” he said.

Eight tankers aboard the ship total 800,000 liters of industrial oil.

Additionally, he noted that the oil that leaked was heavy oil and not asphalt.

Bagging, repairing the leak, hot tapping, and pumping are some of the suggested strategies for stopping the leak, according to Dolor.

He also praised all the government organizations that, according to him, remained on the scene from the oil spill incident’s first day.

These include the Philippine Army, the Department of Social Welfare and Development, the Philippine National Police, the Philippine Coast Guard (PCG), and the Department of Environment and Natural Resources.

He also expressed gratitude to the governments of the US and Japan for their assistance.

Dolor said that even if the oil spill issue is still a problem, the underwater footage exhibiting evidence of marine life was at least instructive.

“For me, I was happy to see earlier that the fish around the area are alive, the shrimps, it means there is life,” he added. “Para naman sa akin, ako’y natutuwa naman kanina dahil buhay yung mga isda na nasa area, buhay yung hipon, so it means there is life.”

Oil leaks were discovered by the PCG in all eight of the tanker’s compartments.

The Japanese Dynamic Positioning Vessel (DPV) Shin Nichi Maru’s crew conducted remote-operated vehicle (ROV) operations to evaluate the condition of the MT Princess Empress. The team’s results were communicated by the PCG in an update.

The team discovered that the tanker had sustained significant structural damage, and oil stains had been discovered on various areas of the ship.

According to the PCG, oil leaks had been seen coming from all eight compartments (tanks), including one through the ballast tank.

Oil was discovered to be seeping from the ship’s access hatches, cargo tank pressure valves, and cargo piping on the ship’s deck, including valves, in addition to the tanks.

The fuel and service tanks on the damaged vessel, though, did not appear to be leaking fuel.

Oil patching, bagging, and removal will be the next operational step of the cleaning, according to the statement. The insurance representative of RDC Reield Marine Services (RDC), the owner of MT Princess Empress, is already looking for a service provider for the mission.

It stated that this service provider would be in charge of duties including bagging and patching leaks, “hot tapping and pumping,” and that they were required to have equipment that could function at depths of at least 395 meters.

“Coordination for the deployment of a Singapore-based supplier has been established. All options, including utilizing RP-based businesses, are being investigated, it added.

Dolor suggested that the Japanese salvage vessel be required to remain until new equipment arrives during a meeting with the PCG.

The US Coast Guard’s offer of an ROV device that can be deployed by air is also being considered by the PCG.

It gave the public the reassurance that they are making every effort to stop further environmental harm and to punish those accountable for the oil spill catastrophe who is at fault.
