A lawmaker emphasized on Tuesday that the Masungi Georeserve, an award-winning conservation area and rustic rock garden in Tanay, Rizal, is preferable as an ecotourism location that should be safeguarded.

The chair of the committee on tourism, senator Nancy Binay, has stated she will not permit the development of any facilities in Masungi that are unrelated to tourism or that do not safeguard the environment.

Malabo, indeed. It is unlikely that you will be able to convert the property to. We won’t consent to the property being changed into something else. During her ocular assessment of the land, Binay informed reporters that it was intended to be a destination for eco-tourism.

She also persuaded her fellow senators and important government figures to travel to Masungi in order to learn more about the region’s plight and to take in its natural beauty.

“I believe the following step is to invite more officials to the location. “We might conduct another ocular inspection and go with different government agencies,” Binay said. “Baka magkakaroon tayo ng isa pang ocular inspection at isasama natin yung.”

In response to Senate Resolution No. (SRN) 231 submitted by Senator Risa Hontiveros outlining alleged criminal operations in the region, Binay’s committee made a trip to Masungi.

Senator Pia Cayetano filed SRN 495 and Senator Binay filed SRN 500, both of which questioned the Bureau of Corrections’ (BuCor) intention to build its headquarters at Masungi.

“Paano magtatayo yung Bilibid dito, di ba? Is that my perception when you were first introduced to me? Is it possible for you to putty your bundok to support your kulungan tayuan? So, from a space standpoint, the lupa in Masungi is not ideal for building, whether it’s a Bilibid or another facility because it cannot be built on the lupa’s topography. (When I first visited the region, I wondered how they would build the Bilibid here. Will the mountain be felled to make way for a prison? Therefore, Masungi’s land is not suitable for a Bilibid or any other institution that is not terrain-appropriate from a space perspective, she explained.

Within the BuCor’s 300-hectare site is the Masungi Rock Formation.

In the previous hearing, acting BuCor director general Gregorio Catapang Jr. informed the committee that they are still considering their options and have not yet made a decision regarding what to do with the property.

The possibility of creating a usufruct agreement with the BuCor to guarantee that Masungi will be safeguarded is currently being looked into by Binay’s committee and the Department of Environment and Natural Resources.

Binay advocated looking into the possibility of expanding the National Parks Development Committee’s mandate under the Department of Tourism to also include maintaining and developing natural parks outside of Metro Manila in addition to opposing the construction of jail facilities in Masungi.
