Chinese foreign minister will make an official trip to the Philippines

The Department of Foreign Affairs (DFA) said Tuesday that Chinese State Councilor and Foreign Minister Qin Gang will go to Manila for an official visit from April 21 to 23.

Enrique Manalo, the secretary of the DFA, invited the traveler.

The Philippines-China Foreign Ministry Consultations and the Bilateral Consultations Mechanism on the South China Sea, which was held back-to-back in Manila in March, would be discussed by the two officials.

The implementation of agreements reached at the highest levels during the meeting between Presidents Ferdinand R. Marcos Jr. and Xi Jinping of China on January 4 would also be discussed, according to the DFA.

According to a statement from the DFA, “Both sides will specifically discuss enhancing and strengthening cooperation in the fields of agriculture, trade, energy, infrastructure, and people-to-people relations, among others.”

Manalo had previously stated that Manila and Beijing would begin “exploratory” discussions in May in preparation for a potential restart of discussions on oil and gas production in the South China Sea.

In addition to energy, the two ministers will talk about shared concerns over regional security, according to the DFA.

The visit takes place in the midst of ongoing Chinese protests against Manila’s decision to expand American troop access by adding five new bases to the Enhanced Defense Cooperation Agreement (EDCA).

Huang Xilian, China’s top ambassador in Manila, came under fire for saying that the US wants to use the EDCA sites to meddle in the Taiwan Strait problem.

Huang “advised” Manila to refrain from supporting “Taiwan independence” if it truly cares about the 150,000 Filipinos who work there.

Since being appointed as both the foreign minister and the state councilor in December 2022 and March 2023, respectively, it will be Qin’s first official interaction with the Philippines.
