CCC claims that the Mandaue reclamation project needs to be thoroughly studied.

The projected 115-hectare reclamation project in Mandaue City, Cebu, has raised concerns about the need to perform a “thorough” empirical investigation on the effects it will have on the environment and the climate.

The suggestion was made by CCC Commissioner Albert dela Cruz Sr. during a public hearing on the proposed Mandaue Harbor City reclamation project held by the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) on Wednesday in Mandaue City.

Dela Cruz discussed the advantages and disadvantages of the proposed reclamation throughout the hearing.

Although the project is anticipated to expand the amount of land that can be used to sustain more people, the expansion of industries, and the development of livelihoods, Dela Cruz warned that it might also have a substantial impact on the ecology and ecosystem.

“We are not opposed to economic growth, but we must understand that ecology is the basic foundation of the economy. The sustainability of our ecosystems and the survival of the human race is a responsibility we have to present and future Filipino generations, he said.

Before beginning the project, Dela Cruz added, carbon emission research, carbon sequestration, and mitigation measures must be carried out.

Such programs, he claimed, are intended to prevent the release of greenhouse gases that could exacerbate climate change.

“This is very important because on the line are our local and vulnerable communities, particularly our fishermen folk who may be gravely affected by the possible loss and damage of the marine biodiversity in the area,” Dela Cruz added.

Dela Cruz emphasized the necessity of developing a local climate change action plan (LCCAP), stating that it is the duty of every local government unit (LGU) to safeguard the welfare of its residents.

This is due to the fact that, according to CCC data, Mandaue City has not yet submitted its LCCAP.

Given the signs that the city’s reclamation project is “highly vulnerable” to rising sea levels because mangroves have already been cut or destroyed to make room for its implementation, Dela Cruz stated the Mandaue City local government should file an LCCAP.

He claimed that significant initiatives like reclamation might have an effect on people’s lives.

According to dela Cruz, the LCCAP “will provide the city’s guidelines for managing climate and disaster risk, including efforts to mitigate and adapt to the effects of climate change and global warming.”

According to Dela Cruz, it is past time for LGUs to understand the value of the LCCAP in fostering good governance and preserving sustainable development for both their constituents and the entire nation.

The LCCAP acts as the LGU’s strategy for boosting local climate resilience and contains details on climate activities that are appropriate for the LGU’s needs and are based on its site-specific risks and vulnerabilities.

Michael Rama, the mayor of Cebu City, municipal officials from Mandaue under the direction of Jamaal James Calipayan, the city administrator, as well as members of the Philippine Coast Guard and environmental organizations and activists, also attended the public hearing.
