The Philippines’ 51st place in the Global Innovation Index for 2021 is a significant accomplishment

Despite the Philippines’ position in the Global Innovation Index (GII) report dropping one rung from last year, officials from the Department of Science and Technology (DOST) stated on Tuesday that it is still an accomplishment.

“Although (the Philippines’) GII rating of 51 out of 132 nations represents a reversal from its rising trend since 2014, we feel we are still an innovator.” In a virtual news conference, DOST Undersecretary Rowena Cristina Guevara remarked, “Even though the innovation intake went down from 70 to 72, the innovation output increased up from 41 to 40.”

The Global Innovation Index (GII) evaluates global economies based on their inventive capabilities, as well as their innovation inputs and outputs.

In 2020, the Philippines was rated 50th, up to four places from 2019. In both 2018 and 2017, the nation was placed 73rd.

“According to the (GII) study, the Philippines generates more creative outputs than it invests in. In two pillars, business sophistication and knowledge and technology outputs, the country outperforms the regional average. “However, owing to our investment and credit weaknesses, they are not fully realized,” Guevara added.

Meanwhile, DOST Secretary Fortunato de la Pea said that the government’s support for MSMEs as well as private businesses is another reason why the Philippines has a strong innovation capacity.

He believes that innovation plays a critical role in the nation, particularly during the epidemic.

Most companies and communities, he said, need innovation to maintain access to high-quality goods and services while also ensuring the safety of workers and consumers.

Despite the lower rating than the previous year, De la Pea noted the Philippines did well since it was rated 100th in 2014.

“Through the DOST’s technological upgrade initiative, the department continues to assist MSMEs. The DOST has also concentrated on (funding) initiatives that address pandemic-related needs. Locally produced test kits, biomedical equipment, and other applications are among them,” he added.

“Now that we know which sectors are most in need, we can provide money accordingly.” We recognized the significance of (creating) detection kits, for example. As a result, the DOST will continue to assist companies engaged in R&D,” he said.

Meanwhile, Guevara said that the Department of Science and Technology (DOST) has been assisting companies via the Business Innovation Through Science and Technology initiative.

In addition, the DOST’s CRADLE (Collaborative Research and Development to Leverage Philippine Economy) initiative has aided partnerships between colleges and businesses.

“The DOST is (hoping) for the approval of the Science for Change (S4CP) Bill, which aims to address the imbalance in research and development (R&D) financing in the regions, as well as the absence of R&D in the private sector,” Guevara said.

Guevara stressed that innovation is critical to national resilience, and that passage of the S4CP Bill will imply more fair and sustained investments in this area.
