Digitalization programs are being implemented by the SSS and the GSIS.

President Rodrigo Duterte’s directive to further streamline and rev up the delivery of frontline services to the public, especially amid the lingering coronavirus disease 2019 (Covid-19) crisis, has prompted the country’s social security institutions to digitalize their respective systems, which includes allowing the electronic filing of benefit claims and loan applications.

The Government Service Insurance System (GSIS) and the Social Security System (SSS) both said in separate reports to Finance Secretary Carlos Dominguez III that they have accelerated the implementation of their digital transformation initiatives, especially during the pandemic, to ensure that their services are delivered without interruption despite the restrictions imposed during community quarantines.

Both organizations have also implemented information technology (IT) solutions to protect their systems from data breaches and other cyber threats.

Dominguez has previously directed DOF-affiliated agencies and government financial institutions (GFIs) to institutionalize a cybersecurity program through a cost-effective shared defensive approach.

In this shared cyber protection effort, the GSIS is the technical lead for the insurance cluster.

To help combat the spread of Covid-19, GSIS has transitioned to online filing of all loans and claims since the early part of 2020.

In 2021, it also implemented an online Annual Pensioners Information Revalidation (APIR) requirement to protect retirees from the virus and ensure that they continue to receive their pensions.

Instead of showing there in person, retirees can use Zoom, Viber, Skype, or Facebook Messenger to activate their status.

For its part, the SSS has moved to online filing of claims for retirement benefits, unemployment benefit insurance, sickness benefit reimbursement for employers, maternity benefit, maternity benefit reimbursement for employers, and funeral benefits for member-claimants, as well as employer submission of employee sickness and maternity notification.

Salary and calamity loan applications, as well as the renewal of pension loans, are all done online with the SSS.

Employees have benefited from the online filing of loan applications because their applications are processed in real-time, according to the SSS.

New SSS members can also register for an SS number online, with the option of uploading the appropriate supporting documents. Unified Multi-Purpose ID (UMID) cards and email accounts are required.

Simple adjustments to the member’s personal information can also be filed online.

Benefit claims are now sent to the SSS member’s or pensioners’ specified disbursement account, whether via electronic wallets, cash payment outlets, PESONet, or the Union Bank of the Philippines (UnionBank) QuickCard.

Members and employers can utilize their My.SSS account user ID and password to use the SSS Mobile App, which was launched in April 2018.

On May 30, 2021, the upgraded version of the SSS App was made available for download in the App Markets.

Members can apply for a salary loan, generate and examine contribution Payment Reference Numbers (PRNs), pay for contributions via PayMaya, GCash, credit/debit cards, and BPI, and view their posted contribution payments, salary loan status, and amount, among other things.

Employers can see their posted contribution and loan payments, check the status of their employees’ benefits, download pre-generated contributions PRN, and change their contact information.

Members and employers can use the SSS mobile app to transact with SSS without having to line at branches, and they can view their SSS records using their mobile devices.

The SSS has also launched the ExpreSSS e-Learning (ExSSSeL) webpage, which allows users to learn about the pension fund’s initiatives and news.

Members can access all essential information on products and services, including frequently asked questions about the SSS, and lodge inquiries, concerns, or complaints through the platform’s Customer Relationship Management System, or uSSSap Tayo Portal.

Since last year, the GSIS has made its Touch mobile app available to members, allowing them to view their membership data, premium and loan payments, service records, and membership service profiles.

The GSIS stated in its report that the Touch app will be updated by the end of the year to allow members and retirees to apply for loans, do preliminary calculations, and track the status of their applications.

Members will be able to file life and retirement claims using the Touch app, which will also allow them to do provisional calculations.

Old-age and survivorship pensioners will be able to schedule their Annual Pensioners Information Revalidation (APIR) online through the Touch app, which is the required renewal of their active status.

Members can use the GSIS Wireless Automated Processing System (G-W@PS) in the 680 kiosks nationwide if they don’t have access to the Touch app.

The G-W@PS kiosks, which were created in 2006, offer services to members such as loan applications, online membership status queries, UMID card activation, and annual renewal of a pensioner’s active status.

The G-W@PS employs technology such as radio frequency identification to provide a secure system that can handle paperless transactions remotely.

In 2015, the system was enhanced with new features such as the control center, which allows for system management from a central location.

In addition, the GSIS has created a risk-based information security program that includes the deployment of various digital instruments to protect its system against cyber threats.

It was awarded ISO 27001 certification for the Provision of Membership Data Creation and Updating Services in 2020, indicating that it’s handling of member data complies with international security and privacy requirements.
