A new law has been signed that will provide cash aid to ‘small’ farmers until 2024.

A new law announced by President Rodrigo Duterte will provide annual direct monetary aid to small farmers with rice land of fewer than two hectares.

On December 10, 2021, Duterte signed Republic Act (RA) No. 11598, popularly known as the Cash Assistance for Filipino Farmers Act. On Thursday, reporters were given a copy of the law.

Duterte recognized the state’s policy of addressing the situation of small farmers in the country when he signed the law.

“In view of the current state of dropping palay prices and the crushing consequences of the Coronavirus Disease-19 or Covid-19 epidemic, the State understands the importance of intervening for our farmers.” RA 11598 stated, “To this aim, the State shall give monetary assistance to the hardest impacted groups of the country’s small farmers in the form of actual cash payments to farmers.”

RA 11598 directs the Department of Agriculture (DA) to use funds from annual tariff revenues exceeding PHP10 billion to fund the Rice Competitiveness Enhancement Fund (RCEF), which would offer direct cash support to small farmers until 2024.

The Bureau of Customs (BOC) is required by law to send excess funds to the DA directly.

At the end of each year, the BOC and the DA must submit separate reports to Congress on the remittance of funds and actual fund disbursement for the year, via the Senate Committee on Agriculture, Food, and Agrarian Reform and the House Committee on Agriculture and Food.

The excess of PHP10 billion in annual tariff earnings from rice importation under RA No. 11203, or the Rice Tariffation Law, would be used to support the annual direct financial aid to farmers (RTL).

RA 11203 eliminates government restrictions on rice importation known as quantitative restrictions (QRs).

The House of Representatives passed the Cash Assistance for Filipino Farmers Act as House Bill No. 9950 on September 15, 2021, while the Senate of the Philippines adopted it as an amendment to Senate Bill No. 1927 on September 21, 2021.
