Over a ‘hacking’ report, the NPC summons the Comelec and a news firm executive.

Following a report of alleged hacking and data breach affecting the poll body’s servers, the National Privacy Commission (NPC) summoned representatives from the Commission on Elections (Comelec) and news outlet Manila Bulletin (MB).

Separate instructions were delivered to the Comelec and MB technology editor and IT chief Art Samaniego Jr. to appear for a clarificatory meeting via teleconference on January 25, according to Privacy Commissioner John Henry Naga in a statement released Wednesday.

“The NPC’s Complaints and Inquiry Division launched its own independent investigation and served Comelec with a notification demanding an explanation for the alleged hacking and data breach,” Naga stated.

He said the Comelec “must address the serious claims” to see if personal data was breached or handled in the run-up to the 2022 national and local elections.

“Comelec is also required to undertake a thorough inquiry into the case and present the findings to the NPC by January 21, 2022,” Naga stated.

He reassured the public that the NPC “does not accept any act in violation of the Data Privacy Act,” such as failure to adopt organizational, physical, and technical security measures on personal data processing systems in government and private institutions.

Of Saturday, Samaniego informed the NPC of a potential intrusion on Comelec servers, in which a group of hackers allegedly accessed and downloaded an estimated 60 terabytes of data.
