Anti-vaxxers argue that individual rights should come second to the public welfare.

On Monday, President Rodrigo Roa Duterte reminded those who refused to get vaccinated against Covid-19 that their personal rights had been put aside for the greater good.

He admitted that his direction to village officials to restrict the travel of unvaccinated people had sparked outrage, but maintained that their individual rights could not outweigh “the community’s benefit.”

In a prerecorded Talk to the People, he remarked, “Your rights must serve the rights of others to defend the good, the public benefit of everyone.”

Duterte defended his order by stating that he is seeking “the greatest good for the greatest number.”

“Balik tayo sa basics ng (Let us return to the basics of a democratic democracy.)” “The rule has always been, and it will continue to be: the public good stays high in the hierarchy of things, obligasyon ng gobyerno (as a government obligation),” he stated.

If it is in the national interest, he continued, “government may always come up with measures that would infringe on your rights.”

“Ang hinahabol natin diyan (What we’re looking for) is the greatest good for the largest number of people.” “Kagaya ng alamin ng barangay captain kung sino yung walang bakuna (much like directing barangay captains to identify individuals who are unvaccinated) is a dictum that must be remembered when Constitutional provisions are put into effect,” he added.

According to Duterte, it is the government’s responsibility to safeguard the safety and well-being of the majority of Filipinos.

“In a democracy, government’s role is to do the most benefit for the most people…

“That is why,” he added, “simply to explain what it is, what it means, what it means a democracy—the majority prevails.”

Duterte previously stated that he is prepared to respond to any accusations brought against him for instructing village officials around the country to restrict the travel of unvaccinated persons.

Unvaccinated people are currently subject to limitations imposed by a number of local governments, particularly in Metro Manila.

While there may be valid reasons for imposing limits on people who have not been vaccinated, the Commission on Human Rights (CHR) has stated that they should not be denied access to basic government services.
