The first day of the ‘no vax, no ride’ policy went well; violators were admonished.

On Monday, the first day of the “no vaccine, no ride” policy in Metro Manila was mostly quiet, with commuters following the directive.

The agencies primarily responsible for enforcing the policy in the road sector, the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), and the Inter-Agency Council for Traffic (I-ACT), reported that enforcers explained the guidelines to commuters during the implementation.

“Most of the passengers were prepared for the policy, according to information from our officers on the ground. Before boarding public utility vehicles, they voluntarily turned over their vaccination cards to our enforcers for thorough scrutiny and verification,” Transportation Secretary Arthur Tugade said.

TJ Batan, the Department of Transportation’s Undersecretary for Railways, claimed 1,749 commuters attempted to use Metro Manila’s train lines without displaying proof of immunization. The MRT-3 had 1,204 passengers, the LRT-1 had 401, the LRT-2 had 136, and the Philippine National Railways had eight.

“Because today is the first day of the policy’s implementation, our enforcers have been directed to just issue violators warnings rather than arresting them,” stated DOTr Assistant Secretary Mark Steven Pastor. “These individuals were then officially turned over to their respective local government units (LGUs) for help,” says the statement.

The “no vaccine, no ride” policy was implemented to assist combat the spread of the coronavirus, which has been on the rise in Metro Manila recently.

It will be enforced as long as a Covid-19 Alert Level 3 or higher is in effect in the National Capital Region.

Persons with medical conditions that prevent full Covid-19 vaccination, as evidenced by a duly-signed medical certificate with their doctor’s name and contact information, and those who will purchase essential goods and services, as evidenced by a barangay health pass or other proof to justify the trip, are exempted from the policy.
