11.5K workers are displaced as a result of Alert Level 3: Bello

The Alert Level 3 Covid-19 categorization has displaced 11,500 private-sector workers in Metro Manila and other parts of the nation, according to Department of Labor and Employment (DOLE) Secretary Silvestre Bello III.

He claims the figure is far lower than the Department of Trade and Industry’s prediction that the Alert Level 3 status will result in the loss of 100,000 to 200,000 jobs.

“Fortunately, as of yesterday or Sunday, there are only around 11,500 displaced people as a result of Alert Level 3; they lost their employment because their company either retrenched or ceased the operation,” Bello stated in a virtual Palace press briefing.

Workers who have not lost their employment but have had their working hours or days shortened “because their companies are adopting flexible working arrangements,” according to Bello.

“As a result, even if they have a job, their pay is lower due to the shorter working hours,” he explained.

According to him, the flexible working arrangement has impacted around 20,000 workers.

“However, there is some terrible news. “I believe there are nearly 600 (businesses) that have ceased or closed operations,” he said.

The Department of Labor and Employment (DOLE) will accept affected workers through the Covid-19 Adjustment Measures Program, according to Bello (CAMP).

“With Alert Level 3’s duration and coverage being extended, the Department of Labor and Employment (DOLE) put aside PHP1 billion for the Covid-19 Adjustment Measures Program (CAMP), which will provide a one-time PHP5,000.00 financial support to workers in the formal sector. “As soon as the criteria are announced, we’ll begin taking applications,” he stated during a virtual news conference on Tuesday for the Task Force Group of Economic Recovery-National Employment Recovery Strategy.

He added that they also created a PHP120 million emergency job program known as TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced), which has already benefited 25,000 people.

The DOLE has set aside PHP50 million for emergency employment through TUPAD in typhoon-affected areas, as well as PHP50 million for CAMP in the NCR, for tourism workers.

“Recent disasters like Typhoon Odette and the unexpected increase in Covid-19 cases due to the Omicron version were considered as threatening to undermine our economic and job recovery.” While the Omicron variety poses a danger to our accomplishments, Typhoon Odette has made matters worse,” Bello stated.

“The massive damage caused by Typhoon Odette, estimated at 2.2 million workers by the International Labour Organization, and the mounting Covid-19 infections, which have a significant impact on the capacity of private sector organizations, have put a burden on the labor market.” “All the more reason why the DOLE, and the entire government, will continue to collaborate with the business sector and our social partners to confront the difficulties we face,” he said.

In the next six months, he said, the primary actions will be the urgent implementation of catastrophe and pandemic response and recovery activities.

“We are also dedicated to finishing the OFW Hospital, which will be a lasting legacy of the Duterte Administration to our modern-day heroes,” he added. “We will continue to support the National Task Force Against Covid-19’s immunization roll-out and booster doses, especially for our workers,” he said. “We will also ensure that firms and workers adhere to minimum public health standards and occupational safety and health rules.”

DTI Secretary Ramon Lopez was among those who attended the Recovery Cluster’s virtual press conference. The Presidential Communications Operations Office delivered the program.
