House leader wants to expand the alternative education system.

The House Ways and Means Committee chair encouraged the Department of Education (DepEd) on Wednesday to increase resources and dedicate teachers to the Alternative Learning System (ALS), which has proven to be one of the agency’s most effective anti-poverty programs.

According to Albay Rep. Joey Salceda, expanding access to ALS is a natural consequence in light of the growing poverty caused by the coronavirus disease (Covid-19) pandemic.

“The pandemic is likely to have pushed many people to drop out of school, and many more will have to work to pay off pandemic debts,” Salceda added. “The ALS has been a very appealing path for learners who cannot afford to attend traditional school but want to get credentials, and this source of demand has grown during the pandemic.”

According to Salceda, “at least” PHP559 million has been set aside under Flexible Learning Options (FLO) in the 2022 General Appropriations Act (GAA) for the implementation of ALS programs, which include the delivery of ALS services, ALS Community Learning Centers, and transportation and teaching aid allowance for ALS teachers and community implementors.

“Since the GAA says that at least PHP559 million under the FLO item can be allocated to the ALS,” he explained, “we can allocate other things in that item to ALS materials.”

He also mentioned that the DepEd budget includes PHP14.7 billion for instructional resources under flexible learning options.

According to him, the ALS can assist overcome the skills gap caused by Covid-19 school lockdowns, which is believed to be 2.4 million workers, as well as lessen the economic burden of such a gap, which was estimated to be PHP134 billion last year.

Salceda also asks the Department of Education to come up with a plan to make up for the learning gaps caused by the Covid-19 outbreak.

He believes the DepEd should implement a National Learning Recovery Plan, similar to the national government’s objectives for job creation and economic growth.

“The learning gap is substantial,” Salceda added, “particularly when we are one of the only countries in the world that has yet to reopen most of its schools.”
