The DILG applauds NCR LGUs for taking quick action against unvaccinated residents.

Secretary of the Department of Interior and Local Government (DILG) Eduardo M. Ano praised all 17 local government units (LGUs) in the National Capital Region (NCR) on Thursday for passing ordinances prohibiting unvaccinated individuals from entering their jurisdictions, joining the League of Provinces of the Philippines (LPP) and the Regional Interagency Task Forces (RIATFs) in encouraging LGUs in the provinces to do the same.

According to Ano, 14 of the 17 LGUs in Metro Manila that has passed laws on the unvaccinated have had their ordinances approved.

The municipalities of Pateros, Caloocan, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Quezon, San Juan, Valenzuela, Makati, Navotas, and Paraaque, as well as the cities of Caloocan, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Quezon, San Juan, Valenzuela, Makati, Makati Meanwhile, executive orders have been issued in Las Pias City, Pasay City, and Taguig City prohibiting the movement of the unvaccinated.

The approval of the ordinances, according to the DILG Secretary, gives the Department’s mandate to barangay officials to produce a list of unvaccinated individuals in their respective barangays with more teeth.

“This directive by the DILG is neither unconstitutional nor infringing on a person’s right to privacy,” he explained, “since the data of unvaccinated people are being collected for a legitimate reason, which is to confront the recent wave of Covid-19 infection under Alert Level 3.”

He claimed that the DILG’s policy is “neither unconstitutional nor infringing on a person’s right to privacy” because it falls under Republic Act 10173, or the “Data Privacy Act of 2012,” which allows the processing of personal data for a legitimate purpose, and Republic Act 11332, or the “Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.”

He further told the Commission on Human Rights that the inventory would not be published or distributed to the public, and that it would only be used as a guide by barangays in enforcing LGU rules.

“In this sense, the State requires data identifying unvaccinated individuals in order to appropriately apply quarantine protocols that will safeguard the unvaccinated while also preventing the health system from becoming overloaded,” he stated.

Duterte had already ordered that the unvaccinated be restricted as a means of dealing with the national emergency caused by the outbreak of illnesses.

“I’m giving orders to the [village leaders] to look for individuals who haven’t been vaccinated and just request or order them to stay put,” he added. (
