Through its Covid-19 Adjustment Measures Program, the Department of Labor and Employment (DOLE) has established recommendations for the distribution of cash compensation to workers affected by the implementation of Alert Level 3 in numerous regions (CAMP).

Government personnel, tourism sector workers who are already receiving aid from the DOLE’s CAMP with the Department of Tourism, and foreigners are barred from the program, according to Department Order No. 232 signed by Labor Secretary Silvestre Bello III on Thursday (excluding persons of concern or POCs).

POCs are those who the Department of Justice classifies as refugees, returnees, stateless people, internally displaced people, or asylum seekers.

Only private-sector workers in locations with an Alert Level 3 or above are eligible for the one-time cash aid of PHP5,000 under the decree.

“These guidelines outline the objectives and coverage, program assistance and accompanying standards, and processes for providing financial help as a measure of social safety and welfare for impacted workers in the formal sector,” it stated.

Due to the Covid-19 pandemic and the installation of rigorous quarantine measures in several places around the country, the CAMP is a safety net initiative that gives one-time financial support to affected formal sector workers.

Employees from private companies that have undertaken permanent closure and retrenchment or temporary closure as mitigating measures owing to the Covid-19 pandemic and proclamation of Alert Level 3 or higher from January 2022 onwards are covered by the cash support, according to the DOLE.

“Affected workers – workers in private establishments whose employment is disrupted or terminated as a result of the Covid-19 pandemic are classified as: Displaced workers – workers whose employment is permanently terminated as a result of retrenchment or permanent closure of establishment (PC); and Suspended workers – workers whose employment is temporarily suspended as a result of the employer’s business establishment’s temporary closure or suspension of operations (TC),”

To apply for monetary assistance, either the employer or the employee can do so online at https://reports.dole.gov.ph/.

Affected establishments must submit an online TC or PC report through the DOLE Establishment Reporting System (ERS) for January 2022 onwards if they are located in areas with Alert Level 3 or higher, as well as the most recent payroll or any of the alternative documents listed in DOLE Labor Advisory No. 12-A, Series of 2020 for November or December 2021, or January 2022 onwards: Employment contract; Cash voucher or a petty cash voucher; Authority to debit account sent by the employer to a bank for the wage of employees; SSS, PhilHealth, and Pag-IBIG Alphalist or list of remittances; or SSS, PhilHealth, and Pag-IBIG Alphalist or list of remittances Employees having 13th-month pay are listed below.

Affected workers/individuals must provide one or more of the following documentation requirements: Duly notarized documentation of unemployment (i.e. Certificate of Employment, Notice of Termination, Notarized Affidavit of Termination Employment, or Notice of Temporary Lay-Off) with a defined period.

The applications will be evaluated by the concerned DOLE regional office within three working days of receipt.
