NTF-ELCAC calls the HR Defenders bill “hazardous.”

The National Task Force to End Local Armed Conflict (NTF-ELCAC) reiterated its continued opposition to the Human Rights Defenders bill on Thursday, calling it “dangerous” and possibly “unconstitutional.”

The declaration comes after the measure passed the House of Representatives on third and final reading last Monday, with 200 yes votes, zero no votes and no abstentions.

The Human Rights Defenders Protection Act, or House Bill 10576, aims to give human rights defenders the right to promote and protect human rights and fundamental freedoms, as well as form groups, associations, and organizations, solicit, receive, and use resources, seek, receive, and disseminate information, and develop and advocate for human rights ideas, among other things. In the meantime, a companion bill is pending in the Senate.

The law could “help and preserve the interests of terrorist organizations such as the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF),” according to NTF-ELCAC spokesperson Lorraine Marie Badoy.

“If approved into law, this bill will unleash the floodgates of abuse and misery on our people by terrorists like the CPP-NPA-NDF, and it will render the recently declared constitutional Anti-Terrorism Law ineffective and toothless,” she warned.

The approval of the bill “that is hazardous as it is unconstitutional and labeled to signify the exact opposite of what it pretends to be β€” the Human Rights Defenders Bill,” she said, was slammed “in no uncertain terms” by the NTF-ELCAC.

According to Badoy, the bill provides “a porous and overbroad definition” of human rights defenders, and its core premise is “the same basic premise of the CPP-NPA-NDF that the State is the No. 1 perpetrator of human rights.”

“It’s really hilarious that these pretend-legislators have arrogated unto themselves, through this ludicrous bill, the right to define who are and aren’t ‘human rights defenders’ β€” a definition so broad in its scope that even ISIS, the Abu Sayyaf, and, of course, the CPP-NPA-NDF can be defined as human rights defenders,” she said.

“And once identified as a ‘human rights defender,’ they will be exempt from sacrosanct laws of the land and cannot be touched by the Anti Money Laundering Council because looking into a ‘human rights defender’s financial records will be a crime once this ridiculous bill is passed into law,” she continued.

“Human rights advocates cannot be identified as members of the CPP-NPA-NDF, even if they are members of the CPP-NPA-NDF, and they will be immune from Terrorism Financing Laws,” according to Badoy.

“How can the government protect the Filipino people from terrorism if it is unable to block terrorism financing or remove terrorists’ masks posing as human rights defenders? As a result, this is a bill that eliminates the concepts of state, judiciary, and due process, as well as government agencies and our laws “she stated
